Develops internal CYS Teams (trainers, School Liaison Officers (SLO), managers, parents and Program Assistants) to assist and support children/youth with special needs (to include those with challenging behaviors) in being successful in CYS Services programs.
Participates as needed in the development and maintenance of Individualized Family Service Plans (IFSP), 504 Plans, Individual Education Plans (IEP) and other behavior management plans for children/youth.
Provides training to staff on strategies to facilitate positive interactions and successful inclusion of all children and youth enrolled in CYS Services programs.
Maintains liaison with Exceptional Family Member Program (EFMP) to assist Army families in locating and accessing appropriate services.
Serves as member of the CYS Operations Plan team to develop written strategies for child/youth adaptations, accommodations, and services.

Qualifications
Qualified candidates will possess all of the following:
a bachelor's degree or higher that included or was supplemented by at least 24 semester hours in special education, early childhood education, child/adolescent development, elementary or secondary education, youth development, or other closely related field such as psychology/sociology or social work (must include 24 semester hours in child/adolescent psychology, sociology of the family, developmental psychology, social work with child/family emphasis)
OR
completion of at least 24 semester hours in special education, early childhood education, child/adolescent development, elementary or secondary education, youth development, or other closely related field such as psychology/sociology or social work (must include 24 semester hours in child/adolescent psychology, sociology of the family, developmental psychology, social work with child/family emphasis) PLUS additional related coursework or experience that provided knowledge comparable to that normally acquired through the successful completion of a 4-year course of study. EXAMPLES for Combination of Experience & Education:
1 year work experience with special needs children & youth PLUS 3 years of education (90 semester hours completed) that included 24 semester hours in the fields identified above, OR
2 years work experience with special needs children & youth PLUS 2 years of education (60 semester hours completed) that included 24 semester hours in the fields identified above, OR
3 years work experience with special needs children & youth PLUS 1 year of education (30 semester hours completed) that included 24 semester hours in the fields identified above
AND
progressive experience working in a group setting with children and/or youth which included performing duties directly related to the position to be filled. Such duties could include:
Applying knowledge of child/youth development and basic mental health principles to develop, oversee, coordinate, monitor, and evaluate the execution of programs and services offered to children/youth who have been medically diagnosed with a special need and/or non-medically diagnosed who are experiencing atypical child/youth behaviors;
planning and organizing work;
assisting and supporting children/youth with special needs (to include those with challenging behaviors) in being successful in child and youth programs;
identifying negative factors that may contribute to non-success of children/youth to include the program environment, interactions between children/youth and staff; etc.
Possess at least two years of experience monitoring the implementation, progress, and outcomes of child and/or youth individual education plans within a large group setting, such as a school or comprehensive child and youth program.
