Reviews requisitions and assists in analyzing requirements to determine the procurement method to be used (sealed bidding or negotiation). Selects contract type (fixed price, cost reimbursement, time and materials, labor-hour, letter contract, indefinite delivery type, basic agreement, etc.) and submits recommendations to supervisor. Assists in developing appropriate solicitation package that meets all requirements of status and regulations in response to the Government's needs, and assists in responding to queries from customer elements and prospective contractors pertaining to the solicitations. Assists in the administration of contracts as well as related actions, such as protests, claims or mistakes, disputes, defaults, and labor matters.

contracts, purchasing, economics, industrial management, marketing,
quantitative methods, or organization and management. (This requirement can be

Current civilian
personnel in DoD or military members, who occupied GS-1102 positions or
similar contracting positions/specialties on or before 30 September,
2000, with
authority to award or administer contracts above the simplified
acquisition

For GS-07: In addition to the BASIC
EDUCATION REQUIREMENT above, you must meet the SPECIALIZED EXPERIENCE or
the EDUCATION SUBSTITUTION requirements listed below:
Specialized Experience: One (1) year of specialized experience equivalent to the GS-05 in the Federal service that demonstrates the following: (1) Using contract cost/price analysis principles and procedures to analyze and evaluate the cost elements on contracts; and (2) experience in statistical, financial, and/or accounting analysis; and (3) experience in contract negotiations.

Education Substitution: One full year of graduate
education or law school OR superior academic achievement in
one or a combination of the following fields: accounting, business, finance,
law, contracts, purchasing, economics, industrial management, marketing,
quantitative methods, or organization and management.

Superior Academic Achievement: To qualify for
superior academic achievement, you must have a Bachelor's degree in a curriculum related to the position as stated above and and have one of the following: A. A
standing in the upper third of your college class or major subdivision (e.g.
school of business) at the time you apply. B. A grade point average of
"B" (3.0 on a 4.0 scale) or its equivalent for all courses completed;
(a) at the time of application; or (b) during the last two years of your
undergraduate curriculum. C. A "B+" (3.5. on a 4.0 scale) or its
equivalent for all courses completed in a qualifying major field of study,
either:(a) at the time of application; or (b) during the last 2 years of your
undergraduate curriculum. D. Election to membership in one of the national
honorary societies (other than freshman societies) that meets the requirements
of the Association of College of Honor Societies. Grade point averages should
be rounded to one decimal point. For example, 2.95 is rounded to 3.0, and 2.94
is rounded to 2.9.

Combination of Education/Experience: For this position you may qualify with a combination of specialized experience and related graduate level education. When combining education with experience, first determine the total graduate qualifying education (semester hours divided by 18) as a percentage of the education required; then determine experience (divide months by 12) as a percentage; finally, add the two percentages.
