Duties

Help

This position is located in the Directorate of Public Works.

Serves as the technical and administrative supervisor over the Roads and Grounds Maintenance Section, exercising full supervisory responsibility over work operations.  Plans work schedules and sequence of operations for subordinates.  Establishes deadlines and priorities.  Determines how many assignments can be done concurrently, the ones which can be delayed, and the number and types of employees needed, considering skills, personnel, materials, and equipment available and required.  Selects workers and assigns tasks to be performed.  Explains work requirements, methods, and procedures.  Reviews work.  Investigates work related problems (e.g., low productivity) to identify causes.  Implements corrective actions.  Adjusts plans, assignments, and methods as necessary to accomplish the work as effectively and economically as feasible.  Determines equipment, supplies, and maintenance required.  Ensures material is ordered and delivered to work sites so as not to delay work.  Coordinates work of unit with other units that may be involved.  Counsels employees on their performance.  Addresses informal complaints through discussions with employees and union representatives.  Identifies employees’ training needs and initiates recommendations to provide necessary training.  Schedules and approves leave of subordinates.  Promotes the participation of employees in a variety of management programs.  Maintains production reports and records.  Ensures compliance with current Equal Employment Opportunity (EEO) programs.  Performs Quality Control evaluation of operations.  Utilizes various plans, schedules, guides and knowledge of service, procedures and materials in the inspection of on-going performance and completed.  Meets with supervisor to recommend changes to increase operational efficiency.  Performs the same duties as those being performed by subordinates as work conditions dictate.

  • This position requires the incumbent to work shift work, weekends, and holidays as assigned by the supervisor.
  • This position requires successful completion a pre-appointment physical and annual physicals thereafter.
  • This position requires the incumbent to obtain and maintain a U.S. Government Driver's License.
  • Required to wear protective gear.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).  You will receive credit for all qualifying experience, including volunteer experience.

SCREEN OUT ELEMENT: To qualify for this position, your resume must indicate your overall knowledge, skills, training and/or ability to do the work of a Engineering Equipment Operator Supervisor, WS-5716-10 as stated in the duties of the position.

There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills and abilities to successfully perform the work of the position without more than normal supervision.

JOB ELEMENTS:
 Skill in work practices (i.e. keeping things neat, clean and in order)
 Ability to interpret instructions, specifications, etc. (related to mobile equipment operation)
 Ability to drive motor vehicles safely while ensuring safe operations (non-motor vehicle)
 Ability to maintain reliability and dependability as an Engineering Equipment Operator Supervisor

PHYSICAL EFFORT:
Lifts, carries, connects and disconnects heavy attachments to properly accomplish work. Exerts vigorous physical effort to constantly reach, bend, turn and move hands, arms, legs and feet. The constant vibration of equipment and the jerking and jolting which results from operating over rough surfaces causes considerable physical strain.

WORKING CONDITIONS:
Work is performed in all weather conditions. The incumbent is exposed to injury due to the possibility of equipment tipping or overturning. Incumbent is subject to noise, vibration, dust, dirt and exhaust fumes.
