Summary

This position reports to the Director of Information Technology/Chief Information Officer (CIO), and supervises a team in the Office that manages Federal employees and oversees support contracts that provide a variety of Information Technology (IT) services through a contingent of on-site contract staff. This combination of Federal employees and contractor support maintains comprehensive enterprise-wide IT computing capabilities and associated cyber- security/analytical services to satisfy all EIA data/analysis/dissemination program mission activities. The position specifically leads EIA’s IT strategic planning, Enterprise Architecture (EA), and IT governance initiatives.

Help

As a Supervisory Information Technology Specialist (ENTARCH), you will:

  • Manage the U.S. Energy Information Administration (EIA)-wide coordination of Information architecture studies related to the myriad of information management platforms, software, networking topologies, and applications deployed throughout the EIA.
  • Ensure that applicable Federal and Departmental requirements pertaining to IT project management are implemented fully and in a manner that furthers the mission of the agency.
  • Oversee the development of the technology applications used to collect, review, and otherwise manage EIA's comprehensive energy supply and demand data collection program to meet emerging needs.
  • Provide technical advice and assistance for the preparation and justification of the EIA corporate IT budget.
  • Manage, plan, organize, and direct the work of federal IT and oversees the quality, quantity, timeliness and cost-effectiveness of contractual services in accordance with established contract provisions.
  • Build and promote a work-culture that is inclusive, collaborative, and maximizes the talent of unit members.

  • THIS POSITION IS OPEN ONLY TO CURRENT FEDERAL EMPLOYEES OF THE DEPARTMENT OF ENERGY WITH COMPETITIVE STATUS.
  • First time supervisors must serve a one year supervisory probationary period.
  • Requirement for applicants selected for supervisory positions: New supervisors are required to complete 80 hours of supervisory training of which 40 hours must be completed during your first year as a supervisor.
  • Eligible candidates for this position must be able to obtain and maintain an L security clearance.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS 14 in the Federal service.

GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Specialized Experience for GS-7 (or equivalent) and Above: Positions at GS-7 (or equivalent) and above require one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.

Specialized experience for this position is defined as:
  • Experience initiating and coordinating analysis, design, development, and implementation of information management systems (hardware, software, and communications) using life-cycle management to ensure compliance.
  • Experience managing an Information Technology project/program.
  • Experience with Enterprise level IT planning and Enterprise Architecture.
  • Experience implementing and establishing Information Technology policies in compliance with Departmental, OMB, and Congressional requirements.

  3. Knowledge of information technology and enterprise architecture issues, processes, policies, standards, techniques, models, artifacts and methodologies and the ability to apply these as required.
  4. Ability to effectively and persuasively communicate both orally and in writing to all levels of personnel and to lead groups and projects using a variety of collaboration and focused facilitation techniques.
