Summary

This position is located within National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), National Geodetic Survey (NGS), Silver Spring, MD.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZA-03 is equivalent to the GS-11/12.

The full performance level of this position is ZA-03.

Duties

Help

The individual selected for this position will:

  • Serve as the technical authority on the design and execution of a professional website
  • Develop communication and assist with the administration of various digital assets for efficient and effective consumer-focused delivery of public policy and programs.
  • Ensure that all relevant laws, regulations, and guidelines are incorporated in agency policies and procedures.
  • Consult with internal office divisions and contacts on the development of new or redesigned digital content meeting web standards of clarity, organization, navigability, visual quality and customer-focus.
  • Plan and execute usability studies, contextual interviews, usability testing and surveys and collaborates with project managers, to capture stakeholder needs.
  • Ensure the content is current and accurate, written in plain language to meet stakeholder needs.
  • Organize the content of the web products to ensure it is audience friendly and that the website.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. EDUCATION: There is no positive education requirement for this position; however applicants must possess at least one year of specialized experience or a substitution of education for experience in order to be found minimally qualified.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZA-03:

SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience equivalent to the ZA-02 or GS-09 in the Federal service. Specialized experience MUST include all of the following:

  • Using project management techniques and tools to improve organizational efficiency and effectiveness and/or stakeholder engagement.
  • Monitoring and maintaining editorial control of an organization's website.
  • Communicating with scientific professionals to obtain technical and complex information (ie.,geospatial data).
  • Converting and translating scientific information to ensure that it is comprehensible to a general audience for use in web content development.

EDUCATION: Three (3) years of progressively higher graduate level education leading to a Ph.D or equivalent doctoral degree OR LL.M. if related.

-OR-

COMBINATION: A combination of education and experience as described above.

Additional information

ICTAP candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100. ICTAP applicants MUST submit the following documents:

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will review your resume, optional cover letter and supporting documentation to determine if you meet the minimum qualifications for the position.   • Skill in the use of digital best practices for the purpose of creating and reviewing digital sites.
  • Ability to communicate both orally and written in order to provide quality content for internal and external stakeholders.
