Help

Duties include but are not limited to:

As a Human Resources (HR) Specialist and action officer for HR program under the MST-HCM, Onboarding Division, performs a diverse range of civilian human resources functions.  

Serves as the HCM Onboarding and new employees by providing guidance and oversight of a six phase onboarding plan as well as leader and workforce development career planning initiatives and requirements. Performs acquisition duties and accomplish procurement activities supporting contract awards.

Serves as the HR personnel liaison responsible for providing expert onboarding advice and guidance to supervisors, managers and employees on various civilian personnel questions regarding onboarding, management, compensation; employee relations; HR assessment and evaluation; and civilian Onboarding education.

Develops procedures and SOPs to define internal operating processes and serves as an expert on personnel automated systems. Responsible for planning and conducting special projects or studies to identify and resolve operating issues impacting HCM. Conducts studies of various Human Resources functions, analyzes data collected, formulates conclusions and proposes recommended changes to program areas.

Assist Supervisors in various aspects of the execution of the Agency's Onboarding Program. Ensure supervisor follow up with candidates on completion of the required Onboarding documentations.

Requirements:

Position has been designated as Non-critical Sensitive; incumbent is required to obtain and maintain a Secret security clearance.

Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with Department of Defense (DoD) OIG. Organizational entities with the DoD are not required to conduct drug testing for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD, unless deemed appropriate on a case-by-case basis by the gaining Component. 

U.S. Citizenship is required for this position. 

Requires less than 5% of temporary duty travel (TDY).  

Permanent Change of Duty (PCS—Relocation) expenses WILL NOT be paid.  

Recruitment incentives MAY be authorized; their use will be determined based on mission requirements and availability of funds.  

If you have not previously successfully completed a probationary period with the Federal Government in a similar position, you will be required to serve a two year probationary period.

Qualifications

Specialized Experience:

Applicants must have one year of specialized experience equivalent to the GS-11. The Specialized Experience is defined as: experience with Human Resources Staffing policies and procedures. Understanding of Office of Personnel Management guidance. Able to identify issues and conduct analysis and recommend solution on hiring processes, onboarding of personnel, and HR functions within the Federal government.

Candidates will be further evaluated on the level and quality of their experience and possession of the following relevant competencies in order to determine the level of your qualifications. These competencies include:  

Competencies:

  • Knowledge of Federal recruitment, staffing, placement, and onboarding
  • Skill in use of electronic resources and human resources information systems to manage actions, maintain data and produce reports in a Federal human resources organization  
  • Written communication
  • Ability to communicate and collaborate with management, internal staff, and employees

Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.
