Summary

About the Position:
The Presidio of Monterey Garrison Public Affairs Office provides timely and accurate information about the Presidio of Monterey, its facilities, people and missions to the public and members of the news media. The Public Affairs Office provides effective two-way communications with our internal and external audiences. The Public Affairs staff advises the Garrison Commander and the Defense Language Institute Foreign Language Center Commandant, and executes the commanders' community relations, media relations, public information and command information programs. The Chief, Public Affairs is the commander's sole release authority and acts as spokesperson for the Garrison Commander and the Defense Language Institute Foreign Language Center Commandant.

Duties

Help

-Plan, develop, promote, communicate and implement public affairs programs, projects and activities
-Writes articles to tell the command's story
-Write articles conforming to industry standard journalistic style following Associated Press (AP) and command style guidelines
-Tailor articles, according to each platform as it relates to coverage of an event or issue
-Edit draft and final news releases and news articles prepared by others
-Write, copy edit, format and prepare text for electronic and print publication
-Proofread, edit and rewrite articles for final approval before publication, providing feedback and coaching to authors
-Employ the capture of digital still photography to professional photojournalism standards and techniques
-Manage all aspects of weekly newspaper and daily news website including generating story ideas
-Prepare draft responses to media queries by acquiring information or coordinating interviews with subject matter experts
-Provide advice, as warranted, regarding media engagements and public relations issues.
-Arrange for media visits with subject matter experts and/or projects within and throughout the command

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: researching, interviewing and writing feature and news stories.  Taking photographs/video for use with stories or online.  Serving as webmaster; updating and maintaining official Web sites.  This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade (or equivalent).

Education

A Ph.D. degree or equivalent doctoral degree in a relevant field of study (such education must demonstrate the knowledge, skills and abilities necessary to perform the duties of the work); and/or successfully completed 3 years of progressively higher level graduate education leading to such a degree. (You must submit a copy of your college transcripts to receive credit for your education)
