• Analyzes a variety of information to gain a comprehensive understanding of complex analytic issues and produces a range of unclassified and classified written products with minimal direction and use of independent judgment and decision. Operates independently, conducts analysis/research, hosts meetings and other work in the course of duties.
• Assesses the leadership, motivations, capabilities, plans, and intentions of foreign terrorist groups and their state and non-state sponsors. Maintains awareness of relevant activities, national and international schedules of events in support of informing leadership and maintaining situational awareness of the OPTEMPO of activities.
• Provides analytical support to insurgency operations, indications and warning, threat assessment, and collection management to inform Lead IG products.
• Based on the research/analysis conducted, presents, drafts and reviews written, narrative style documents in support of the publication of classified supplements on topics relevant to OCO operations, programs, services and activities. The documents are produced in support of the quarterly reporting to Congress. The incumbent serves as a subject matter expert. Products rarely require editing for grammar, flow or clarity. Conclusions and recommendations are consistently well and clearly articulated and supported within the products and require little to no input from supervisor or Deputy IG for OCO.
• Reviews and interprets national security directives and counterterrorism policy documents from the Executive Branch, Department of Defense (DoD), Department of State (DOS), and Department of Justice as they relate to Operations Inherent Resolve (OIR) and Freedom's Sentinel (OFS. Monitors and informs senior management of any changes in strategy, operations, funding, programming that may impact OFS and/or OIR, to inform Lead IG products.
• Research and analysis conducted consistently identifies and integrates relevant information or data that fully supports product development and publication; the analysis leads to sound and logical conclusions and courses of action and strategies that result in identifying key opportunities and/or challenges; and supports sound and timely decisions or recommendations.
• Maintains comprehensive knowledge of DOS, military, civilian, and international organizations present in the CENTCOM Area of Responsibility, to include their leaders, philosophies, and goals.

This position is being filled using 5 U.S. Code subsection 3161 authority. This excepted service position is temporary and available for 13-months. This temporary position may be terminated early or extended beyond the 13-month period based upon incumbent performance and the needs of the OIG.

• Position has been designated as Non-Critical Sensitive; incumbent is required to obtain and maintain a Secret security clearance.
• New Hires are required to submit to urinalysis to screen for illegal drug use prior to appointment and are subject to random drug testing for the duration of service with DoD OIG. Organizational entities within the DoD are not required to conduct drug testing for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD, unless deemed appropriate on a case-by-case basis by the gaining Component.

Qualifications

Knowledge Requirements/Skill for Program Analyst 0343 series position:

• Possess a comprehensive understanding of counterterrorism and counterinsurgency strategy, and operations. Counterterrorism focusing more narrowly on combating the tactics and strategy of terrorism and those who employ it.
• Possess extensive knowledge of national and DoD directives pertaining to CT planning, strategy, and operations. Familiarity with the National Strategy for Counterterrorism, Joint Publication 3-26, Counterterrorism, the military command structure, as well as oral and written communications skills, sufficient to work issues at the appropriate level, to simplify complex tasks in order to develop teamwork assignments, and to interface with key decision-makers within the agency and outside.
• Knowledge and experience in the areas of: international relations, national security or other strategy-related fields, and counterterrorism.
• Knowledge of CT strategy development and the ability to objectively analyze current/emerging threats and the strategic environment as a whole. Uses qualitative techniques to evaluate complex issues and develop effective strategies, concepts and alternatives to resolve them.
• Familiarity with Chairman of the Joint Chiefs of Staff Instruction (CJCSI) 5113.01C requirements and capabilities as well as timetables with an emphasis on crisis action procedures in support of time-sensitive CT and Special Operations Forces deployments and response to a real-world crisis. Maintains up to date knowledge of U.S. Special Operations Command and special operations capabilities of Army, Air Force, Navy and Marine Corps organizations. Additionally, maintains knowledge of adaptive and crisis planning process. Knowledge of Operational Contingencies and the planning processes specific to them. Demonstrated skill in clear written and oral presentations is essential to the proper conduct of duties. Has the ability to coordinate the review and analysis of completed projects for technical quality, appropriate levels of coordination, consistency, logic, soundness of recommendations, and compliance with established objectives, with minimal supervision.
• Knowledgeable of the Intelligence Cycle, Collection Management Cycle, Targeting Cycle, and intelligence analytic techniques including trend and pattern analysis, geospatial analysis, link analysis and network or social network analysis.
