This position is part of the Office of the Chief of Staff, Government Publishing Office in Washington, District of Columbia.

The Selectee will work shift 1 and a tour of duty from 8:00AM TO 4:30PM.

This position is located in the Congressional Relations Office. The incumbent serves as a Congressional Relations Specialist, providing the full range of program management and assistance to GPO's Congressional Relations Officer, a Senior Level. The primary responsibilities of the position are to communicate GPO policies, programs, functions, and operations to members, officers, and staff in the U.S. Congress.

Help

As a Congressional Relations Specialist, your typical work assignments may include the following:

  • Provides technical expert analysis and advice on congressional affairs to GPO officials on congressional aspects of policies, plans, and programs. Briefs and prepares GPO officials called to testify before Congress.
  • Carries out strategy and programs for improving and maintaining strong relations with Congress to enhance the agenda and programs of the GPO.
  • Compiles information that assists Congress in understanding GPO's policies, actions, operations, and requirements. Maintains contact with GPO organizations to collect information from throughout the agency related to congressional activities involving congressional inquiries and visits, briefings, and congressional correspondence.
  • Represents GPO on matters of congressional interest, inquiry, and investigation and performs research and aids at hearings of congressional bodies. Represents GPO officials at meetings with congressional staff. Advises GPO officials on plans of action for future GPO policies to support Congress.
  • Provides authoritative assistance to GPO officials during the various stages of legislation. Utilizes a practical knowledge of GPO operations and processes in dealing with congressional staff to identify and clarify legislative issues and evaluate policy options.
  • Analyzes congressional and other news sources to identify important members and staff and relevant congressional committees and subcommittees. Tracks legislation and other congressional developments that may impact GPO operations and processes. Keeps GPO officials informed of relevant developments.

Qualifications

To qualify for the Congressional Relations Specialist, PG -0301-14, you must meet the following requirements:

Qualifying specialized experience for the Congressional Relations Specialist at the PG-14 level includes the following: experience in working with congressional policy and procedures in the Senate or the House of Representatives; researching, analyzing, and evaluating proposed legislation; working with Members of Congress and congressional staff on the introduction, consideration, and enactment of authorizing and appropriations legislation, including tracking the progress of legislation; preparing memoranda and reports on proposed legislation or other congressional initiatives; and evaluating and recommending responses to legislative issues impacting Federal agencies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Work Life Balance:
The GPO offers Transit subsidy for commuters using public transportation (Metro Bus/Rail, MARC. VRE. etc.).

Background Investigation:
To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully completed a background investigation for a suitability. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs. Depending on the type of background investigation required, the security process may take between 6 weeks to 12 months.
