Help

The successful selectee will perform the following duties:

  • Overseeing the execution of a comprehensive public affairs program consisting of public information, internal information, and community relations.
  • Advising the Shipyard Commander and senior managers on policy formulation and the potential public and internal workforce reaction to proposed policies, procedures, operations, and opportunities
  • Managing the Public Affairs Branch of the Shipyard's Radiological Emergency Response Organization (RERO)
  • Exercising full supervision, including assigning and reviewing work, to a staff of public affairs specialists and subordinate supervisors
  • Consulting and collaborating with government officials, DoD and Naval Commands and Offices, and other local Navy organizations

Requirements:

Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. All qualifications and time-in-grade requirements must be met by the closing date of this announcement and clearly documented in your resume.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

Must be able to obtain an interim and/or final (e.g., confidential/secret/top secret, etc.) security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. Must be willing and able to travel on military and commercial aircraft for extended periods of time.

Positions that are supervisory/ managerial require that first time supervisors/managers complete a one-year trial/probationary period if not previously completed in a competitive or other excepted service position.

Work may require exposure to inclement weather, high noise levels, heavy machinery, and movement over uneven surfaces common to industrial settings.

Work may be assigned in areas where certain potentially harmful physical and chemical agents are present. These agents may include, but are not limited to: fumes, dust, noise, heat, ionizing and non-ionizing radiation, chemicals, etc. To ensure employee safety and health, the shipyard maintains personnel protection programs consistent with applicable laws and regulations. As part of medical surveillance programs, selectee may be required to take medical examinations to assess medical qualification for duty involving work with these agents.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: developing strategic communication plans for a public affairs program for a large industrial organization, such as a shipyard.
