Serve as a supervisor of intelligence program analysts providing oversight across the full spectrum of programs, policies, procedures and functions of the DoD Intelligence and counterintelligence enterprise related to the OIG's execution of the Lead Inspector General mission.
Serves as a technical advisor and specialist in all matters related to the defense intelligence, counterintelligence enterprises, security enterprise and special access programs. Plans and manages comprehensive quantitative or qualitative projects concerning Lead Inspector General mission overseas contingency operation.
Develops and applies advanced analytical techniques and evaluative methodology in planning and executing project phases. Participates, as appropriate, in inter-agency projects of overarching issues influencing the Intelligence Community supporting overseas contingency operations.
Manages projects that originate from the Defense Hotline, Congressional, and management requests, and manages other special projects as assigned. May conduct projects in conjunction with other Military Department, Defense Agency, or other Government Agency oversight organizations.
Ensures the projects are conducted in a manner that satisfies evaluation objectives. Ensures that working papers provide a supportable basis for reporting and that subordinate personnel are informed of procedures for safeguarding classified and contractor sensitive, or other sensitive government information, and that controls are in place to protect such material.
Prepares and staffs draft and final reports for project and summary or trend reports within assigned functional areas. The reports require analysis of complex programs, processes and comprehensive knowledge of applicable DoD policies and operations. The project reports must articulate the complex nature of programs and processes and the findings and recommendations to non-subject matter experts, but informed readers.
Supervises a staff of analysts and evaluators. Evaluates staff performance and prepares appraisals of team members. Furthers the Equal Employment Opportunity Program in all areas through recommendations on selection and promotion, training, upward mobility, and incentive awards for staff member. Makes recommendations for appointment, promotion, or reassignment. Refers grievances and more serious complaints (not resolved) to higher-level management. Makes decisions on work problems presented by subordinate team members.
This position is being filled using 5 U.S. Code subsection 3161 authority. This excepted service position is temporary and available for 24-months. This temporary position may be terminated early or extended beyond the 24-month period based upon incumbent performance and the needs of the OIG.

Position has been designated as Special Sensitive; incumbent is required to obtain and maintain a Top Secret/SCI security clearance.

Organizational entities within the DoD are not required to conduct drug testing for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD, unless deemed appropriate on a case-by-case basis by the gaining Component.

Qualifications
One year of recent experience equivalent to the GS-13 equivalent level involving supervising teams, and performing assessments, evaluations or similar reviews of programs, functions and operations.
Supervises several teams of professional and administrative civilian and military personnel, performing unique, highly complex and sensitive reviews of various programs.
Expert experience in managing multiple projects and ensuring that projects are completed on time and within assigned resources and meet established objectives.
Experience in performing research to develop substantive fact sheets for inclusion in long-range and annual component planning.
Expert experience in performing research to develop substantive fact sheets for inclusion in long-range and annual component planning. Ensures that the most relevant and impactful projects are prioritized for the DIG and IG.
Ensures that project execution considers all aspects of the program or issue under review, including the legal basis, administrative procedures, OSD and Service policies, management guidance and control, and organization and operation effectiveness.
Expert experience in project planning accomplishments with objectives, including procedures, site itineraries, travel, budgets and other instructions and guidance for each project.
Specialized Experience:
You must have at least 52 weeks of specialized experience at the GS-13 level in the federal service or at an equivalent level. Specialized experience is defined as: regular duties in leading or supervising teams performing assessments, evaluations or similar reviews of programs, functions and operations.
Candidates will be further evaluated on the level and quality of their experience and possession of the following relevant competencies in order to determine the level of your qualifications. These competencies include:
Ability to lead evaluators in a dynamic and changing environment to provide oversight of intelligence programs.
Skill in internal and external representation and collaboration in developing and managing evaluations of intelligence programs and operations.
Knowledge of quality standards for inspections, evaluations, and investigations.
Ability to supervise teams performing evaluations/inspections/investigations of programs.
Skill in written and oral communication and in managing the production of deliverables to both DoD stakeholders and Congress.
