This position serves as a Public Affairs Specialist for the Umatilla National Forest, and performs a wide variety of activities in planning and implementing a comprehensive public affairs program for the Forest.

Occasional travel - Traveling 3 or 4 individual days a month for meetings and training. In addition, a total between 5 and 10 days a year may involve overnight stays.

Help

  • Leads a comprehensive public affairs program to connect partners and interested publics with the organization’s programs, policies, and activities as a member of the Leadership.
  • Provides leadership in the areas of community engagement, strategic thinking regarding our future connections, expanding our capacity to effectively interact on a multitude of fronts, and assisting with numerous external collaborative efforts.
  • Builds partnerships and fosters strong working relationships. Will have active engagement with communities, partners, elected officials, and congressional staff.
  • Designs and implements multimedia communications, including social media approaches, to promote understanding of Forest programs and activities and to solicit public engagement.
  • Manages complex and controversial issues as they arise to maintain relationships and lines of communication, share information, and maintain credibility.
  • Counsels and advises the Forest Supervisor and Leadership Team members on tools and techniques of public engagement and issue management.
  • Supervises employees on the public affairs team.

GS-12:

One year of specialized experience equivalent to at least the GS-11 grade level.

For the GS-12 examples of specialized experience include: developed communications plans and strategies involving controversial issues; organized and conducted public participation in complex projects; managed relationships with elected officials; served as public spokesperson; and/or developed public communications strategy or campaign.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must indicate the number of hours the work was performed each week to receive credit.

Work Experience: Your resume must clearly document the following for each block of work experience; the beginning day, month and year the work assignment started and ended; the hours worked per week; position title, and series and grade if applicable; and description of duties performed. This information must be provided for each permanent, temporary or seasonal appointment/work assignment and should be clearly documented as a separate block of time.

TIME-IN-GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements with 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
