We have a large presence at APG with contracting offices around the country including: Adelphi, MD; Natick, MA; Research Triangle Park, NC; Orlando, FL; and White Sands Missile Range, NM. Major Duties:
Serves as a Senior Procurement Analyst responsible for
evaluating, integrating, advising, and assisting Army Contracting Command staff
and customers with a broad range of acquisition processes as they relate to
electronic commerce, electronic business practices and systems analysis in the
procurement arena. Incumbent will perform technological reviews of management
information systems such as the current contract writing system, Federal
Procurement Data System Next Generation (FPDS-NG), Virtual Contracting
Enterprise (VCE) and related modules to include but not limited to Paperless
Contracting File, Contractor Officer Representative, Contract Manager,
Dashboards, and Business Intelligence Reporting. Utilizes Army Contracting
Business Intelligence System (ACBIS), FPDS-NG, VCE Business Intelligence, and
Electronic Document Access (EDA) and other automated systems for statistical
analysis and reporting on all aspects of contracting, such as trend analysis,
spend analysis, and compliance. Provides system management and design for
Business Objects and integration into the Army Materiel Commands Office of
Command Contracting data warehouse for various contract writing systems.
Conduct enterprise-level staff studies and process analysis across the board on
computer applications, legacy systems, and other Standard Army systems
interfaced with a variety of contract writing systems. Develops and interprets
policies and coordinates/develops implementing procedures for electronic
applications for procurement and other functional areas.

Education:
In addition to meeting the specialized experience
requirements you must possess a bachelors degree from an accredited educational
institution authorized to grant baccalaureate degrees, "AND" at
least 24 semester hours in any combination of the following fields: accounting, business
finance, law, contracts, purchasing, economics, industrial management, marketing,
quantitative methods, or organization and management. (This requirement can be
obtained within the degree or in addition to the degree.)

Defense (DoD), who occupied a GS-1102 position or contracting position with
authority to award or administer contracts above the simplified acquisition
threshold in DoD on or before September 30, 2000 and am therefore exempt from
meeting the basic education requirement.
