The Supervisory Public Affairs Specialist is assigned to the Overton Brooks VA Medical Center (OBVAMC), and is responsible for supporting the Director's key in the execution of internal and external public relations, public information, and information program responsibilities of the facility. The Supervisory Public Affairs Specialist manages the day-to-day information and public relations activities, including media relations, marketing communications and reviews operations and activities periodically to assure conformance with policies and procedures. Duties will include, but a not limited to:

· Developing media outreach programs to publicize OBVAMC’s programs and policies to varying audiences.

· Creating and advising upon communication plans incorporating electronic media strategies and techniques.

· Developing and monitoring strategic plans for public relations programs.

· Managing public relations activities related to high-profile and controversial situations.

· Leading and supervising a highly motivated public relations/customer service team.

Work Schedule: Monday thru Friday(8:00 am to 4:30 pm)

Physical Requirements:  The work environment of the Supervisory Public Affairs Specialist is in a traditional office setting. Movement/occasional visits to all areas of the medical center are required (i.e., clinics, ICU’s kitchen, etc). The work is sedentary with some walking, bending, lifting of light files, etc. The position does not have specific physical requirements.

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements For a GS-12 position you must have served 52 weeks at the GS-11 level.

Supervisory Probationary Period: If selected, you may be required to serve a Supervisory probation period. Determination for this requirement will be made upon selection. 

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

·         Developing and implementing organizational strategic communication strategies, information, education, and outreach efforts for a health care environment

·         Ensuring public affairs interests are communicated and incorporated into overall organizational plans

·         Designing and coordinating public affairs policies and activities in support of program goals

·         Initiating and coordinating the development of public affairs products/materials.

There is no educational substitution for the GS-12 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
