Help

The incumbent works as a member of one of the Teams in the Veterans Service Center (Triage, Pre-Determination, Rating, Post-Determination, Appeals, or Public Contact.) The Claims Assistant serves as one of the primary contacts the Veterans and his/her representative or advocate for compensation claims. The Claims Assistant is able to explain benefit programs and entitlement criteria and when called upon is expected to perform core duties aligned with the assigned team's mission. The incumbent is responsible for the care and maintenance of the claims folder; analyzes the claim and determines if the disposition of the claims and control action has been appropriately identified; develops straightforward evidence in conjunction with claim; establishes or updates control action; facilitates workflow between their team and other Veteran Service Center (VSC) teams; independently performs weekly WIPP (work in progress) reviews; prepares reports of contact; receives, opens, reviews, and date stamps all incoming correspondence, processes dependency questionnaires; develops and assembles all evidence required for burial and plot claims; schedules all requests for hearings; explains basic VA benefit programs and entitlement criteria; provides administrative support to the Team; and performs other related duties as directed.

Physical Requirements: This position is primarily sedentary with some walking, standing, bending, and carrying or lightweight items (eg. folders, claims files, etc.)

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2017.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.



You may qualify based on your experience and/or education as described below:

  • Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-04) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Claims or administrative support experience with a state or federal agency, insurance company, employee's compensation board, disability retirement, or pension programs.

    Applicants may substitute education for the experience required for the GS-05 level only. You must have four (4) academic years of education above the high school level from an accredited institution. To be creditable, course work must have been designed specifically as career preparation for the work of the position being filled, and must have provided the applicant with the necessary knowledge, skills, and abilities to do the work.

    OR

    Applicants may also combine education and experience to qualify at the GS-05 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.

You will be rated on the following Competencies for this position:
  • Ability to communicate verbally or in writing in accordance with accepted rules of business etiquette.·
  • Ability to independently organize assigned tasks, priorities, and meet deadlines.
  • Ability to gather, organize, and compile research and analyze rules and regulations.
  • Ability to employ the basic features of a personal computer (i.e. word processing, spreadsheet, and in-house computer applications).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
