OIG is organized into three line elements: the Offices of Investigations, Audits and Evaluations, and Healthcare Inspections; along with the Office of Contract Review and the Office of Management and Administration. In addition to the Washington, DC, headquarters, OIG has offices located in more than 30 cities throughout the country.

The Procurement Analyst, located in the Office of Audits & Evaluations, Contract Integrity Division, is responsible for planning, analyzing and evaluating contracts and contracting activities, and reviewing contractual actions for conformance with regulatory requirements and accepted procurement practices. The incumbent conducts reviews to determine if contractors submitted accurate, complete, and current invoices to VA as required by the terms of the contracts and applicable laws and regulations.

Help

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

- Plan, analyze, and evaluate contracts for compliance, and review proposed and completed contractual actions for conformance with regulatory requirements and accepted procurement practices for drugs and other pharmaceutical products, medical supplies, medical equipment, and other health care items.
- Perform complex assignments, including reviews and analyses of contract billing and payments associated contracting activities to assess issues such as: (i) compliance with laws, regulations, and directives; (ii) the adequacy of internal control systems; (iii) the ability of management to achieve program results; and (iv) other assigned areas.
- Conduct contract reviews to determine if contractors submitted accurate, complete, and current invoices to VA as required by the terms of the contracts and applicable laws and regulations.
- Conduct comprehensive surveys of programs and activities to determine the nature of review areas and the extent of controls designed to achieve established objectives and to prevent or deter fraud, waste, and mismanagement.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

- Performing pre-awards/ awards/post awards in accordance with Procurement regulations and processes; AND
- Administering simplified acquisitions and contracts; AND
- Purchasing or administering commercial items and services in accordance with Procurement regulations and processes; AND
- Planning, organizing, and implementing cradle to grave contracts related to the procurement of supplies & services.

Specialized experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:

- Performing pre-awards/awards/post awards in accordance with Procurement regulations and processes; AND
- Administering simplified acquisitions and contracts; AND
- Purchasing or administering commercial items and services in accordance with Procurement regulations and processes.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
For the GS-12, you must have been at the GS-11 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.

Education

Education Requirements: For the GS-12

1. A 4-year course of study leading to a bachelor's degree with a major in any field; or

2. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Education Requirements: For the GS-13



  1. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
And


  1. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  2. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
