NSF is relocating from Alexandria, VA. In late summer of 2017, NSF will begin transistioning from its current location to 2415 Eisenhower Avenue, Alexandria, VA 22314. The new location is adjacent to the Eisenhower Avenue Metro station on the Yellow Line. There is ample parking in the area, and amenities nearby, such as restaurants, hotels, and shops.

The Directorate for Mathematical and Physical Sciences (MPS) coordinates the investment of $1.3 billion annually for research and education projects in the mathematical and physical sciences and related areas. Through a staff of approximately 180 in five divisions and the Office of Multidisciplinary Activities, it provides program support in astronomical sciences, chemistry, material sciences, mathematical sciences, and physics. MPS also oversees the management of the largest number of Major Research Equipment and Facilities Construction (MRECFC) scale projects and major multi-user facilities, through their full life-cycle, at NSF.

The Senior Advisor for Facilities Planning and Management (SA) serves to advise the MPS Assistant Director (AD) on all aspects of major facilities planning, construction, and management of operations, as well as coordination of mid-scale activities. In doing so, he/she will be a resource for general institutional knowledge concerning NSF policy, procedures, practice, and culture. He/she will work closely with the National Science Board, the business organizations of NSF, and other science directorates. The SA also serves as a member of the MPS senior staff, providing advice to the AD and Deputy Assistant Director (DAD) and other Directorate leadership on other related issues.

THIS POSITION IS OUTSIDE THE COMPETITIVE CIVIL SERVICE.

Help

The Senior Advisor provides scientific and strategic analysis and program planning for all MPS scientific facilities. Provides advice to the MPS Assistant Director on all aspects of major facilities planning, construction, and management of operations, as well as coordination of mid-scale activities. Works closely with senior leaders and agency officials to plan, facilitate, evaluate, and oversee broad and complex directorate-wide activities related to major MPS scientific facilities. Oversees preparation of major facility award and decision packages to be presented to the National Science Board and internal review boards. Provides guidance to the Assistant Director on strategic assessment of projects, including readiness for Director's Review Board and the National Science Board actions, need for advisory structures, and coordination with other agencies. Works with MPS and the Office of the Director in developing processes for assessing priorities of large projects across MPS disciplines.

Qualifications

Candidates must have a Ph.D. or equivalent professional experience or a combination of education and professional experience in a field of science or engineering related to the NSF mission, plus, after award of the Ph.D., a minimum of six or more years of successful research, research administration and/or managerial experience pertinent to the position.

Appointment to this position will be made under the Excepted Authority of the NSF Act. Candidates who do not have civil service status or reinstatement eligibility will not obtain civil service status if selected. Candidates currently in the competitive service will be required to waive competitive civil service rights if selected. Usual civil service benefits (retirement, health benefits, and life insurance) are applicable.

You will need to successfully complete a background security investigation before you can be appointed into this position.
