Summary

The position functions as a Public Affairs Specialist for the National Portrait Gallery with primary responsibility for developing, and implementing communications plans and other initiatives to raise the museum’s profile, visitation, and the quality and quantity of media coverage. The purpose of the position is to create public awareness-on a national and international level-of the museum’s exhibitions, collections activities, publications, educational programs and events.

Help

This position is located in the New Media and Communications Department in the Office of Audience Engagement of the National Portrait Gallery (NPG).

Duties include:

  • Prepares reports on the progress and success of various communication plans, and media strategies and implements modifications to plans as required by the supervisor.
  • Maintains effective collegial relationships with individuals representing major newspapers, television and radio networks and influential social media platforms.
  • Identifies and forges relationships with community groups, interest groups and other organizations, as specified by the supervisor, to create mutually beneficial programs and promotional exchanges.

Qualifications

Experience:
All applicants must meet the Selective Factor and the Specialized Experience requirements in order to be minimally qualified for this position. Your application must show written evidence of both requirements:

Selective Factor Requirement:

  • Experience working with major news outlets (i.e. Washington Post, NY Times) promoting exhibitions and programs related to a museum, cultural arts group, or historical site.
Grade 11 Specialized Experience Requirement:

In addition to meeting the Selective Factor above, applicants must possess one year of specialized experience equivalent to at least the GS-09 level in the Federal Service or comparable pay band system.
  • For this position specialized experience is defined as: a) experience serving as a member of a communications, marketing or public relations team for an organization that works with cultural or museum exhibitions; b) assists with drafting talking points for a chief executive or similar position and c) assists with developing communication and marketing plans.
Or Education: Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree related to this position may be substituted to meet the experience requirements.

Or a Combination:
Education and experience may be combined to meet the basic qualifications. For a full explanation of this option please see the Qualification Standards.

Grade 12 Specialized Experience Requirement:

  • For this position specialized experience is defined as: a) experience serving as the primary communications, marketing or public relations staff member that works with a cultural organization or museum exhibitions; b) drafts talking points for the chief executive or a similar position; c) develops communications and marketing plans, and d) has served as the primary spokesperson to the media representing a cultural or educational, non-profit organization.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.

Education

Education Substitution:

Grade 11: Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree related to this position may be substituted to meet the experience requirements.

OR

Or a Combination:
Education and experience, in part, totaling 100% may be combined to meet the basic qualifications.

Grade 12: No education substitution at this level;

You will be evaluated for this job based on how well you meet the qualifications above.

Applicants for this position may be evaluated in multiple stages. The first stage is an evaluation of your responses to the online questions for the job related competencies below:

  1. Ability to develop communications and media plans that engage and enhance press coverage of exhibitions, collections, programs and events within a museum/cultural setting.
  2. Ability to cultivate professional relationships conducive to achieving and sustaining positive messages while being able to resolve concerns or misunderstandings that might undermine communications goals.
  3. Ability to develop and maintain contacts with representatives from a variety of media including the press, television, radio, magazines, social media and blogs.
  4. Ability to coordinate a range of activities, such as press events or programs featuring media coverage, involving individuals of varying backgrounds and perspectives.
All applicants who meet or exceed minimum qualifications will receive a final rating within one of three category groups based on one or more stages of evaluation which measure job-related criteria:

Best Category - Meets the minimum qualification requirements and excels in most of the job related competencies above.

Better Category - Meets the minimum qualification requirements and satisfies most of the job related competencies above.

Good Category - Meets the minimum qualification requirements, but does not satisfy most of the job related competencies above to a substantive degree.

This category rating process does not add veterans' preference points, but protects the rights of veterans by placing them ahead of non-veterans within each quality category. The Hiring Manager may make selections from the highest quality category (Best Category) provided no veteran in that category is passed over to select a non-veteran in that category unless the requirements of 5 U.S.C. 3317(b) or 3318(b) are satisfied. Veterans who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.
