Duties

Help

·         Planning of projected work including development of long range and annual audit plans;

research and coordination of fact sheets and audit plans; and monitoring organizational

progress and performance;

·         Supervising staff through subordinate supervisors, overseeing or directly assigning work; establishing performance standards and evaluating performance; rewarding employees;

ensuring appropriate staff development; ensuring adherence to merit principles and equal

employment opportunity; recommending selections, promotions or reassignments; and handling complaints, grievances and minor disciplinary actions;

·         Overseeing audit execution and the development of concepts and approaches, guides, and resources; conducting audit reviews; and reporting progress;

·         Directing the development of audit reports, ensuring compliance with standards and protocols and the development of appropriate corrective actions; and defending audit results through the resolution process;

·         Maintaining liaison and representing OIG with internal and external stakeholders and officials

of OIG, DoD, other Federal agencies, nongovernmental organizations, foreign governments, and Congressional staff; and

·         Preparing and/or presenting briefings to the Office of the Secretary of Defense, Congress and other stakeholders

Requirements:

Position has been designated as Noncritical Sensitive; incumbent is required to obtain and maintain a Secret security clearance.

Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with Department of Defense (DoD) OIG. Organizational entities with the DoD are not required to conduct drug testing for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD, unless deemed appropriate on a case-by-case basis by the gaining Component.

U.S. Citizenship is required for this position. 

May require up to 25% temporary travel duty (TDY).  

Permanent Change of Duty (PCS—Relocation) expenses WILL NOT be paid.

May be required to complete a supervisory/managerial probationary period (1 year). 

If you have not previously successfully completed a probationary period with the Federal Government in a similar position, you will be required to serve a two year probationary period.

Qualifications

You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.

Basic Requirement: A degree in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting/auditing courses.  (The 24 hours may include up to 6 hours of credit in business law.)

OR

A qualifying combination of education and experience: 4 years of accounting experience or a combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses (the 24 hours may include up to 6 hours of credit in business law) or a certificate as Certified Public Accountant or a Certified Internal Auditor.

Note:  Due to the education requirement of this position, an unofficial or official transcript must be submitted at the time of application.  If transcripts are not received, you will be ineligible.

Specialized Experience: You must have at least 52 weeks of specialized experience at the GS-14 level or equivalent under GS or another pay system.  Specialized experience is defined as: Primary responsibility for supervising, leading or serving as project manager of audit teams. Regular duties include oversight of audit planning and execution, ensuring conformance with auditing and accounting professional practices and standards; fact finding, verification, and analysis; report production, coordination and clearance; corrective action recommendations; and internal and external representation of the organization. Regular management duties would have included performance management and employee recognition; staff development; time, attendance and leave administration; handling grievances and work place issues; and participation in decision on hiring and promotion.

Candidates will be further evaluated on the level and quality of their experience and possession of the following relevant competencies in order to determine the level of your qualifications. These competencies include:

          1.      Skill in applying auditing and accounting principles, theories, techniques,

         standards, and practices. 

          2.      Ability to supervise and lead employees.

          3.      Skill in oral communication.

          4.      Skill in written communication.

Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.

All qualification and time-in-grade (if applicable) requirements must be met by the closing date of this announcement.

There is no substitution of education for specialized experience at this level.
