Summary

The Office of Personnel Management is looking for a dynamic and energetic leader to join their Senior Executive Service (SES) Corps. The Senior Executive Service (SES) is comprised of the men and women charged with leading the continuing transformation of government. These leaders possess well-honed executive skills and share a broad perspective of government and a public service commitment which is grounded in the Constitution.

The incumbent of this position serves as the Deputy to the Assistant Inspector General for Management (AIGM). The incumbent of this position is responsible for providing services to the Office of the Inspector General (IG), which enables the office to carry out its mission, authorities, and responsibilities under the Inspector General Act of 1978 (PL 95-452). The incumbent has responsibility to participate fully in the direction of Information Technology Management, Financial Management, and the Human Capital Management of the Office of the OIG, Office of Personnel Management (OPM). The incumbent also develops and executes the OIG's various policies and reporting requirements. In addition, the incumbent directs an operational unit responsible for the administrative sanctions and disbarment actions of health care providers who participate with the Federal Employees Health Benefits Program (FEHBP).

Help

As a Deputy Assistant Inspector General for Management, you will shares with the AIGM the development, implementation and assessment, through subordinate supervisors and staff, of the following areas:

  • Exercises managerial authority to plan and direct information technology resources to support the OIG programs on an annual, multi-year, and long range basis. This responsibility includes information systems technology (operation and maintenance of the OIG local area network, investigations tracking system and the audits management system), data management (data mining and analytics), and IT security (establishing and enforcing proper protocols and addressing and closing out vulnerabilities).
  • Assures that the necessary infrastructure is provided as OIG programs evolve and that resources are used effectively throughout the OIG. This responsibility include budget formulation and execution (development of the annual Congressional Budget Justification and participating in briefing with the Office of Management and Budget and Congressional staff), acquisition planning and contract management (development, implementation and monitoring of annual Acquisition Plan), and facilities/property management ( management and oversight of the OIG assets).
  • Establishes goals, develops policies and allocates available resources to assure implementation of program objectives. This responsibility includes human resources management (recruitment, hiring, onboarding, and continuous career service responsibilities), training (identifying and providing the various mandatory and developmental career opportunities to staff), and employee relations.
  • Proposes, revises, develops, and/or implements the OIG policies within the parameters allowed by law and regulation as directed by the Inspector General Deputy Inspector General, and Assistant Inspector General for Management. Including the production of the OIG Semi-Annual Report to Congress, OIG-wide protocols and policies, including the OIG Strategic Plan and annual requirements, such as FISMA, FITARA and FMFIA submissions.
  • Oversees the development cases for recommendation of disbarments and suspensions for health care providers who violates the FEHBP administrative sanctions statute.
  • Coordinates program efforts and initiatives with OIG offices, OPM offices, other federal agencies, and other interested parties.
  • Evaluates accomplishments of the Office of Management in light of goals and objectives; developing and implementing necessary changes; appraising performance of subordinates in attaining program results efficiently and effectively.
  • Supports the overall initiatives of the OIG through constructive contributions to the efforts of the Inspector General and Deputy Inspector General to improve quality, innovation, customer service, and employee involvement.
  • Participates, as a member of the OIG senior management structure, in the overall direction of the office, including the establishment of organizational goals and plans and coordination with OPM and the federal community at large.

TECHNICAL QUALIFICATIONS:

  • Demonstrated expert-level experience managing multiple, complex, and diverse programmatic mission support functions.
  • Demonstrated expert-level experience in the areas of information technology, budget, human resources, Federal acquisitions, policy development, and external reporting.

  • Salary for Senior Executive Service positions varies depending on qualifications.
  • Selected candidate will be subject to a one-year probationary period in the Senior Executive Service unless required probationary period has previously been served.
  • Selected candidate is required to file a SF-278, Public Financial Disclosure Report within 30 days after his/her appointment, in accordance with the Ethics in Government Act of 1978.
  • Veteran's Preference does not apply to the Senior Executive Service
  • Relocation expenses may be paid in accordance with Federal Travel Regulations.
