Summary

The Mission of the United States Merchant Marine Academy is to educate and graduate licensed merchant mariners and leaders of exemplary character who will serve America’s marine transportation and defense needs in peace and war.

This position is located in the Office of the Commandant and you will serve as the Deputy and alter ego to the Commandant in the development and promulgation of all policies, orders and directives concerning the administration of Midshipmen activities and services other than those of an academic nature. In the absence of the Commandant, you will serve as Acting Commandant of Midshipmen. In performing the duties of this position, you will be required to live on the Academy grounds and is an appointed officer in the U.S. Maritime Service. The Deputy Commandant directly assists the Commandant in providing leadership, supervision, safety and discipline of the Regiment of Midshipmen on a twenty-four (24) hour, seven (7) day a week basis.

As Deputy Commandant, in concert with the Commandant, you will supervise,coordinate, and direct the administration the Commandant's office/staff and develop and execute the Regimental program in coordination with the academic, athletic, and sea year training segments of the overall USMMA mission.

The ideal candidate for this position will be a professional possessing an advanced degree from a nationally accredited college or university. In addition, military experience in officer development and/or university student affairs administration.

Highly Desirable:
A professional possessing an advance degree in a field related to leadership development, experience in university student affairs administration, military experience in officer development, experience in staff or faculty at a federal service academy or state or private university with a regimental system.

Help

The Deputy Commandant of Midshipmen:

  • Oversees the department’s budget formulation, execution, and reconciliation.
  • Reviews and ensures that procedures and work products related to honor, discipline and academic deficiency proceedings are accurate and contain all appropriate documentation before review and signature by the Commandant.
  • Supervises the administration of the disciplinary system. Supervises and monitors all counseling activities conducted by members of the Commandant’s staff. Recruits, interviews, and makes recommendations to the Commandant on selection of subordinate employees. Incumbent is responsible for furthering the Equal Employment Opportunity Program, including assuring equal opportunity for all minorities and all employees.
  • Maintains, reviews and updates as required all Superintendent Instructions and Notices, Commandant Instructions and Notices, Midshipman Regulations, uniform and equipment regulations, and all other Commandant issued directives. Ensures compliance by all Midshipmen with the Physical Fitness standards of the U.S. Navy. Identifies and implements management and process improvements, cost reductions, and enhanced efficiencies. Coordinates all special projects and studies assigned to, or directed by, the Commandant.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • TRIAL PERIOD: This is an Excepted Service position. This job will be filled by an alternative hiring process and is not in the competitive service. Applicants selected for an excepted service position may be subject to a two-year trial period.
  • SUPERVISORY PROBATIONARY PERIOD: New supervisors must complete a 1-year probationary period (unless already completed).
  • Officer Appointment Requirement: The person selected for this position will be appointed an officer in the United States Maritime Service (USMS) and will be required to purchase and wear a USMS uniform while performing their duties.
  • Residential Requirement: The person selected for this position will be required to reside on the Academy grounds in assigned Quarters and pay Quarters rental fees.
  • This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.

Qualifications

To meet the minimum qualifications for this position, you must meet the experience qualifications for the grade at which you are requesting consideration.

TO QUALIFY FOR THE GS-14:
On Experience, you must have at least one year of equal or equivalent experience, it must include:

  • Experience in military officer development, higher education student affairs administration, senior-level government or military administration, while providing leadership, supervision, safety and discipline to young adults/college aged students.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
