This position is located at Camp Foster . Candidates selected for this position will serve as a Supervisory Librarian for MCCS.   

SPECIAL NOTE- This position is an overseas assignment tour of duty which may include Transportation Agreement, Living Quarters Allowance (LQA), Post Allowance, Environmental Morale Leave (EML), Home Leave and the following benefits:

Help

Serves as a Reference Librarian for Camp Butler Library System to include Camp Fuji and Camp Mujuk. Provides both ready and comprehensive reference service, readers’ advisory, and referral services to patrons either directly or by telephone. Must be up to date on all library electronic resources and able to train staff and customers on use of resources. Develops a thorough knowledge of the scope of the reference collection, and ensures the collection is relevant and comprehensive. Makes use of all resources on the library in finding information, and, if necessary, contacts other libraries for assistance. Provides training to library staff and customers on library’s electronic resources including on-line references, language training, continuing education courses, on-line magazines, electronic books, and Navy Knowledge Online (NKO) resources. Trains library staff in reference sources and methods so that they may be able to answer simple reference questions. Supervises the inter-library loan program, verifying bibliographic data, filling requests for information or books not available, and lending materials to other libraries. Compiles bibliographies for individuals or other activities, or for the library’s use to promote reading.

Responsible for the following collection at Foster and Futenma libraries: Commandant of the Marine Corps (CMC) Reading Lists, Sergeant Major of the Marine Corps (SMMC) Reading Lists, First Lady of the Marine Corps (FLMC) Reading Lists, Civilian Marine Leadership Reading Lists, and Okinawa Collection Reading Lists. Selects new and replacement library materials to include books, magazines, audiovisual materials, CO-ROM services, online services, etc. from critical reviews to meet patron needs and to provide a well-balanced collection. Prepares and assembles book orders for submission to the Library Processing Center. Examines and selects library materials for possible discard. Screens and determines the acceptability of donated library materials. Supervises routine shelf list readings and inventories. Plans shelving arrangements to facilitate easy access for staff and library patrons.

Trains library staff in library circulation policies. Supervises the book reserves, overdue notices, and collection of fees for lost/damaged library material and resolves patron complaints.

Provides World Class Customer Service with an emphasis on courtesy.  Assists customers and communicates positively in a friendly manner.  Acknowledges customers, smiles and makes eye contact.  Asks questions to determine, verify and solve problems.  Checks for satisfaction on the quality of goods and services.  Takes action to solve problems quickly.  Alerts the higher level supervisor, or proper point of contact for help when problems arise.

Develops and ensures implementation of an activity safety program in accordance with the Base Safety Program.  Conducts safety meetings at least quarterly.  Advises employees of available safety regulations, instructions, materials and equipment.  Promptly reports workplace accidents to the Human Resources Office.  Ensures safety training is provided to employees.  Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions.  Ensures employees understand safety infractions that can result in disciplinary actions, and follows through with appropriate action.  Ensures minimal loss of duty by complying with “Return To Work” program initiatives, and following up on employee well-being.

Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

BASIC REQUIREMENT:

  1. Successful completion of a master’s in library science and supervisory experience.

QUALIFICATION REQUIREMENTS:

  1. Expert knowledge of library science and library operations requiring the ability to modify standard library practices to meet the particular demands of a military library. This includes a thorough understanding of Integrated Library Systems (SIRSI-Unicorn), and on-line resources.

  2. Must have experience with current technology, including Maker Space equipment and the ability to teach patrons the use of library technological equipment, and be able to provide continuous training of staff on current and new technologies.

  3. Possess ability to implement policy, programs and services for a base library.

  4. Skill in leading, motivating and course correcting employees to achieve library program goals, manage the best use of their abilities, experience and time, and provide world-class customer service.

  5. Ability to express oneself orally and in writing in a highly professional manner to meet and speak with diversified groups, individuals and organizations, and to compose written reports and materials clearly, concisely, and effectively.

  6. Knowledge and ability in operating Microsoft Programs such as Word, Excel, PowerPoint, etc. and a variety of commonly used office equipment.
