Summary

The incumbent serves as a Financial Manager, with primary responsibility for oversight of the OIG's financial goals through proper financial planning, acquisition, and resource management. Within the framework of DoD OIG's statutory independence from DoD, the incumbent is afforded full, independent responsibility for the design, development, and execution of DoD OIG's agencywide budget, financial, accounting, managerial-advisory, reporting, procurement and all other financial-related matters. The incumbent employs administrative and technical oversight of DoD OIG's acquisition and procurement commitments, and develops associated agency-wide policies, procedures, and operational protocol.

The Finance Manager is the expert advisor to the Inspector General, OIG senior leaders, Congress, and external stakeholders on budget formulation, execution, and administration; financial accounting; procurement and acquisition of goods and services; and overall financial management. The Financial Manager provides strategic leadership and manages the OIG's resources to ensure the effective management and financial integrity of OIG programs.


The successful execution of the OIG budget affects the agency's future funding, the relationship with other executive branch agencies and Congress, and the proper stewardship of public funds. Policy and operating decisions made by the incumbent have a substantial impact on the agency's ability to accomplish its mission.

Duties

Help

Duties as a Financial Manager include but are not limited to:

  • Confers strategic level advice and recommendations directly to the agency's chief executive and other senior leaders.
  • Develops long and short range plans to ensure sufficient resourcing to accomplish agency's goals. 
  • Establishes comprehensive control mechanisms which mitigate the opportunity for fiscal inefficiencies and acquisition/procurement irregularities. 
  • Presents budget requests to the chief executive and senior-level stakeholders. 
  • Prepares reliable agency financial statements. 
  • Establishes agency-wide budget. 
  • Confers authoritative financial management guidance for use by agency components and divisions. 
  • Creates mechanisms that promote fiscal transparency and accountability. 
  • Produces illustrative financial management reports and reporting tools for OIG leadership to assist in decision-making and planning. 
  • Develops comprehensive thresholds and performance indicators that measure financial performance. 
  • Provides oversight of an agencywide procurement program.

Position has been designated as Non-Critical Sensitive; incumbent is required to obtain and maintain a Secret security clearance. 

Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with Department of Defense (DoD) OIG. Organizational entities with the DoD are not required to conduct drug testing for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD, unless deemed appropriate on a case-by-case basis by the gaining Component. 

U.S. Citizenship is required for this position.

May require occasional travel for temporary duty travel (TDY).

Permanent Change of Duty (PCS—Relocation) expenses WILL NOT be paid.

Recruitment incentives MAY be authorized; their use will be determined based on mission requirements and availability of funds.  

May be required to complete a supervisory/managerial probationary period.  

If you have not previously successfully completed a probationary period with the Federal Government in a similar position, you will be required to serve a one year probationary period.

Must maintain appropriate certification consistent with DoD FM Certification Program.  

Position(s) may be filled by displaced Department of Defense (DoD) employees through the Priority Placement Program.

Qualifications

Specialized Experience: You must have at least 52 weeks of specialized experience equivalent to the GS-14 level in the federal service or an equivalent level. Specialized experience is defined as:  Experience is defined as experience in managing a financial organization with competing priorities and numerous customer needs. Leading and managing the formulation, justification, presentation, and execution activities of the agency's budget process through knowledge of federal governmental financial management processes; and experience in management  internal controls, acquisitions, and financial accounting. 

NOTE:  This position requires DoD Financial Management Certification Level (3).  Applicant must be able to obtain and maintain the DoD Financial Management Certification Level (3).

Candidates will be further evaluated on the level and quality of their experience and possession of the following relevant competencies in order to determine the level of your qualifications. These competencies include:
