Join the team! This position is located in the Directorate for Epidemiology, Division of Hazard & Injury Data Systems, Statistical Support Branch. The Branch is responsible for designing, implementing and operating the various data systems used by the Commission to learn about how people are injured with specific consumer products.
As a statistician in the Statistical Support Branch the incumbent will:
Maintain the sample design of the National Electronic Injury Surveillance System (NEISS) to provide a basis for interpretation and estimation of the frequency and severity of injuries as reported by the NEISS.
Initiate, design, monitor, and evaluate statistical studies in collaboration or consultation with analysts from other Divisions or other government agencies.
Develop survey instruments for statistical studies and serve as a questionnaire consultant to other Directorate analysts in their projects.
Initiate, plan, develop, and direct special studies to evaluate the quality of the surveillance and investigative activities of the Directorate, frequently involving data collected for other agencies.
Use automatic data processing, demographic data, and of Commission data bases to provide annual computer generated tables of summary data for internal and external dissemination, such as product summary reports and Annual Report tables, which may include coefficients of variation and population rates.
Prepare documents and oral presentations to acquaint data users with the limitations and potential uses of Commission data.
Combine knowledge of automatic data processing with knowledge of statistical theory to develop computer programs for use by Commission staff in the evaluation of data trends for individual products as well as for product groups.
Develop presentations explaining the use of the computer programs as well as the interpretation of the results of the computer programs.
Develop and maintain generalized mathematical formulas and indices to provide a basis for interpretation and estimation of the frequency and severity of product related injuries as reported by the NEISS
Upon appointment, you will be required to complete a Confidential Financial Disclosure Report, OGE-450. You will need to provide the information annually.
This is a Public Trust Position. Employment in this position requires a background investigation. Qualifications
Applicants must have 52 weeks of specialized experience. Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Applicants must meet the qualifications for this position within thirty (30) days of the closing date of this announcement.
All applicants must have applied knowledge of: (a) statistical sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
Examples of qualifying specialized experience include:
GS-09: 1) Prepare data for sampling, selecting a sample or collecting data once the sample is selected; 2) utilize software to run programs and write short programs, or modify more complex programs; 3) conduct data quality checks and reviews; and 4) verify data completeness or produce descriptive statistics about datasets.
GS-11: 1) Develop data for sampling, maintain a statistical sample, and conduct data collection activities with minimal assistance; 2) utilize software to write original programs to conduct data quality checks and reviews to detect hard-to-find data abnormalities, and create data summaries and reports; 3) apply statistical techniques to analyze datasets; 4) assist with developing new studies, surveys or data collection methods; and 5) experience with preparing operating procedures or training material.
GS-12: 1) Evaluate, link and combine data from complex statistical surveys, census data, or other large data sets; 2) utilize software to write a broad variety of programs related to data collection, data reporting or quality control; 3) independently develop, monitor or managing study components such as data collection methods, training materials, programming specifications to be implemented by other staff, time schedules; 4) propose, select and apply, statistical techniques to analyze datasets. 5) experience writing methodological or technical documents for senior staff; and 6) conduct a professional presentation to senior staff or external customers.
The specialized experience must be fully described in the duties section of your resume in order to receive credit.
Education
Basic education requirement for all applicants: A degree that includes 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit is given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.
GS-09: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.
GS-11: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
GS-12: There is no education substitution for specialized experience for this grade level.
