You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.
Basic Requirement: A degree in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. (The 24 hours may include up to 6 hours of credit in business law.)
A qualifying combination of education and experience: 4 years of accounting experience or a combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses or a certificate as Certified Public Accountant or a Certified Internal Auditor.

Specialized Experience: You must have at least 52 weeks of specialized experience at the GS-13 or equivalent level. Specialized experience is defined as: supervising, leading or serving as a project manager of teams performing complex audits; integrating organizational missions into team strategies; informing assigned teams on milestones, program issues and deadlines; oversight of audit planning and execution, providing advice on work methods, practices, procedures, and assisting teams in practical solutions; and monitoring the status and progress of work; adhering to deadlines, ensuring quality standards are met; and determining corrective action recommendations.
Candidates will be further evaluated on the level and quality of their experience and possession of the following relevant competencies in order to determine the level of your qualifications. These competencies include:
