Summary

This position is located in the Museum Collections and Operations Division, Cultural Resources Center, National Museum of the American Indian (NMAI), Smithsonian Institution. The employee is responsible for the accountability of the museum’s permanent collections which include objects, paper archives, photographic archives, and media archives through the establishment of incoming and outgoing loans, new accessions, annual inventory and the maintenance of their associated records. He/she also leads and manages an office of about six staff.

Duties

Help

  • Holds accountability for the museum’s permanent collections through the establishment of inventory processes and the implementation of annual inventories.
  • Oversees and manages collection acquisitions, de-accessions, and disposals, and their cataloguing through an automated Collections Information System.
  • Catalogues collections and reporting upon the condition of objects.
  • Reviews necessary information to manage the loan process ensuring the safety of the items: facility reports, environmental conditions, security requirements, international conventions, transportation and insurance transactions, object movement tracking, courier requirements, and conservation assessments.
  • Manages staff in the Office of the Registrar.

Qualifications

Experience: You qualify for this position if you possess one year of specialized experience equivalent to at least the GS-12 level in the Federal service or comparable pay band system related to the work of this position. For this position specialized experience is defined as bearing responsibility for the accountability of the collection, managing collections acquisitions and cataloguing, arranging for incoming and outgoing collections loans, and managing staff in a medium-to-large museum (i.e., setting priorities, assigning work, holding team meetings, and delegating authority to subordinate staff and monitoring performance).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.

Your resume will be used to evaluate your experience, education, and/or training that address the competencies below:

  • Knowledge of effective strategies and processes for implementing collections inventories and collections movement, including conducting research to reconcile inventory issues or to identify the history of unexpected items found in the collections or Registration work rooms.
  • Knowledge of the legal and ethical requirements of establishing ownership or title to gifts, donations, and purchases and knowledge of museum practices and procedures for acquisition, accession, and de-accession.
  • Ability to document and catalog museum collections according to professional practices, including condition reporting, and use collections information systems to input, analyze information, and produce reports.
  • Ability to implement established museum practices to negotiate appropriate terms and conditions for loans, insurance requirements, local, national and international shipping methods and bills of lading, standards for crates and crate storage, applicable regulations and conventions, and packing and display methods to ensure the security and physical safety of collections items.
  • Ability to manage staff, prepare budgets, procure resources, set work expectations and schedules, ensure a culture of a safe work environment and safe work practices, and assess and improve work flow.
Applicants who meet or exceed minimum qualifications will be assigned to one of three category groups based on job-related criteria: Best Category - Meets the minimum qualification requirements and excels in most of the job related competencies above. Better Category - Meets the minimum qualification requirements and satisfies most of the job related competencies above. Good Category - Meets the minimum qualification requirements, but does not satisfy most of the job related competencies above to a substantive degree. This category rating process does not add veterans' preference points or apply the "rule of three", but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. A selecting official may make selections from the highest quality category (Best Category) provided no preference eligible in that category is passed over to select a non-preference eligible in that category unless the requirements of 5 U.S.C. 3317(b) or 3318(b) are satisfied. Preference eligibles who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.
