Our headquarters offices offer paid summer and year round internship opportunities for full-time and part-time students. Academic credit may be awarded in accordance with the appointee's work schedule and his/her individual college or university policies. The DHS Headquarters Pathways Student Internship Employment Program offers opportunities for students to gain on-the-job experience while completing his/her education.

This position is not to exceed one year, but may be extended up to one additional year, based on program requirements, agency needs and budget availability. This appointment does not confer permanent Federal status. This position is open to students attending an academic program, college or university within the Washington, DC commuting area.

This position is located in the Department of Homeland Security (DHS), Office of the Chief Financial Officer (OCFO). The Primary purpose of this position is provides technical assistance to specialists assigned to a specific program/office which perform vital line-program and administrative functions and responsibilities.

Who May Be Considered:
You must be a Student within Washington, DC local commuting area accepted for enrollment or enrolled in a degree or certificate program on a full- or half-time basis as defined by the institution (certificate program means post-secondary education, in a qualifying educational institution, equivalent to at least one academic year of full-time study that is part of an accredited college-level, technical, trade, vocational, or business school curriculum AND will be enrolled as a student in Fall 2017.

As a NTE Student Trainee (Budget Analyst) GS 0599 7, your typical work assignments may include the following under supervision:

  • Prepares summaries of narrative, quantitative, and statistical data in budget forms, schedules, and reports.
  • Gathers extracts, reviews, verifies, and consolidates a variety of narrative information and statistical data needed in the formulation and presentation of budget requests.
  • Cross-checks the accuracy of budget and program data in related budgetary forms, schedules, and reports.
  • Prepares summaries of narrative, quantitative, and statistical data in budget forms, schedules, and reports.

Background Investigation: To ensure the accomplishment of its mission, the Department of Homeland Security (DHS) requires each and every employee to be reliable and trustworthy. Qualifications

Applicants who meet the basic eligibility requirements for employment consideration will be rated for minimum qualifications as described in the Office of Personnel Management (OPM) Qualification Standards Operating Manual. Additional information about these standards can be obtained at

In order to be eligible for a Pathways Intern Program appointment, you must be a student enrolled or accepted for enrollment as a full or part-time degree (diploma, certificate, etc.) seeking student in an accredited high school, technical or vocational school, 2-year or 4-year college or university, graduate or professional school. Selected candidates will be required to submit a copy of their transcripts and a letter of enrollment or acceptance for enrollment for Spring/ Fall 2016/ 2017 academic school year prior to appointment.

Outlined below are the education requirements for this position.

Education Substitution at GS-7 level:
You qualify for the GS-07 grade level if you possess one of the following:
A. One year of specialized experience, equivalent to the GS-05 grade level in Federal service, that demonstrates the ability to ; OR
B. One full year of graduate level education at an accredited or pre-accredited college or university; OR
C. A combination of successfully completed graduate level education and specialized experience as described above. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application; OR
D. A bachelor's degree with superior academic achievement, which is based on (1) class standing, (2) grade-point average, or (3) honor society membership:
(1) Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
(2) Grade-point average (GPA.) - Applicants must have a grade-point average of:
3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
(3) Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed by the Association of College Honor Societies (external link). Membership in a freshman honor society cannot be used to meet the requirements of this provision.

Time-in-grade
Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service.
Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
