Help

The incumbent will serve as a principal staff member with responsibility for independently initiating, developing, directing, and coordinating a variety of complex criminal investigations.
The duties of the position include:

·       Plan, coordinate and conduct inspections of agency HQ and regional offices at regular intervals to ensure agency is operating in compliance with laws, regulations and standards; effectively managing and using resources.

·       Provide inspection oversight of management and the functionality of operational and administrative programs; identifies and establishes inspection program criteria.

·       Prepare inspection reports.

·       Test agency internal controls to mitigate risk and improve internal operations.

·       Coordinate, facilitate and support external reviews.

·       Coordinate investigations, many of which affect organizational integrity and/or the national defense; maintain operational, administrative and historical files.

·       Provide direction and guidance to field elements regarding investigative procedures, techniques, and methods.

·       Analyze trends and patterns in the overall program as well as in the management and conduct of individual investigations.

·       Make recommendations to management regarding best practices, organizational vulnerabilities, material weaknesses and policy updates/changes.

This is an Excepted Service position. Any appointment made under the provisions of this announcement is excepted from competitive civil service and may require the incumbent serve a trial period. An applicant receiving such an appointment does not acquire competitive civil service status.

Incumbent must have successfully completed the Criminal Investigator Training Program at the Federal Law Enforcement Training Center (FLETC) in Glynco, Georgia, or another Federal equivalent criminal investigator training program, such as the FBI Special Agent training program or Military Criminal Investigative Organization equivalent.  Tribal, State, and local law enforcement academy training does not meet this requirement.

Federal employees currently serving in the Competitive Service must acknowledge that they will voluntarily leave the Competitive Service by accepting an offer of employment in the Excepted Service.   

If you have not previously successfully completed a trial period within the Federal Government in a similar position, you will be required to serve a two year trial period.

Permanent Change of Duty (PCS) expenses MAY BE authorized.

Qualifications

Basic Requirements: To meet basic requirements for this position, you must have at least one year of specialized experience at or equivalent to the GS-13 grade level in the Federal service. 


Specialized experience is defined as: Law enforcement experience investigating cases and/or
managing criminal investigations of a sensitive or special nature; serving as an advisor on
a wide variety of investigative and operational initiatives; coordinating and providing
effective and efficient investigative direction to an investigative team/unit and subordinates; providing leadership/training to lower level agents; planning, coordinating and conducting criminal investigations with extensive problems; devising new investigative approaches, techniques and policies; researching, developing, and conveying an agency position or objective to senior level managers to include creating presentations and giving briefings commensurate with the classification level or sensitivity of the material and the intended audience.

Competencies:

Extensive knowledge of criminal investigative principles and methods for conducting fraud investigations (procurement, contract, health care, illegal technology transfer).

Extensive knowledge of investigative techniques and applicable criminal, civil and administrative statutes, rules, procedures and reporting requirements.

Written Communication skill in preparation of reports, case files, policies, recommendations and presentations.

Skill in verbal communication and in briefing and advising management.


Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.

All qualifications must be met by the closing date of this announcement.

Education

Education: There is no substitution of education for experience at this level.

Requirements:

This position requires qualifications to carry and use government-owned firearms as part of assigned duties (and maintain this qualification).

Employees are ineligible for this position if, at any time, they have been convicted of a misdemeanor crime of domestic violence, unless the conviction was expunged, set aside, or he/she received a pardon. The applicant selected for this position must be able to qualify and maintain authorization to carry firearms including no current or previous domestic violence charges/convictions.

This position is considered a secondary law enforcement administrative position and is covered under the special retirement provision for secondary law enforcement positions.

Incumbent will be required to work, or be available to work substantial amounts of unscheduled overtime duty based on the needs of the agency, and will receive availability pay, a special form of premium pay fixed at 25 percent of the adjusted salary (basic and locality.)

This is covered by the special retirement provision for Federal Law Enforcement Office (FLEO).  Candidates without previous FLEO service must be under age 37.  Employees subject to special retirement coverage for law enforcement officers must retire at age 57 upon completing 20 years of law enforcement service under the special retirement provisions for law enforcement officers.  If these 20 years of service are not attained at age 57, mandatory retirement is required upon completion of 20 years of service.    This requirement may be waived only for veterans.  See OPM Retirement Handbook for further details.  The Maximum Entry Age requirement (See Maximum Entry may be waived for applicants eligible for veteran's preference.)
