Summary
About the Position:
Defense Contract Management Agency uses the
Expedited Hiring Authority to recruit and appoint qualified individuals
directly into shortage category or critical need acquisition positions.
Performs price and cost analyses on the various elements of major contractor proposals, reviewing in detail the significant direct and indirect cost elements such as; material; labor; overhead; general and administrative expenses; facilities; engineering; special tooling/special test equipment; packaging and packing; transportation; and other costs for allowability, allocability, and reasonableness.
Develop and recommend price/cost objectives for negotiations.
Integrate into a comprehensive pricing report the various technical evaluations of cost elements such as engineering; start-up labor; facilities; subcontractor overhead and profit; inefficiencies of idle labor; special delays and standby costs; escalation factors; home office allocations; job sit/field service costs; overhead; and profit.
Review contract price proposals for adequacy and compliance with laws and regulations, and with the Cost Accounting Standards (CAS).
Forecast price trends, economic factors and efficiencies in production for future accounting period using analytical techniques such as random sampling, cost models, learning curves, and parametric cost models.

Qualifications
In order to qualify, you must meet the education and/or experience requirements described below.
Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.
Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-09). Specialized experience is defined as: experience in contract price/cost analysis principles, methods, techniques, and procedures sufficient to perform basic analyses of a variety of Major Systems Acquisition post award procurement actions; with supervision, develop, support, and recommend pricing targets and prepare detailed reports.
To Qualify at the GS-12 grade level, applicants must possess one year of specialized experience to the next lower grade level (GS-11). Specialized experience is defined as experience in contract price/cost analysis principles, methods, techniques, and procedures such as random sampling, learning curve, computerized cost models, statistical graphs, industry averages, weighting factors, and regression analysis and of business and industry principles and practices sufficient to analyze, evaluate, and participate in the negotiation of various cost elements; to develop, support, and recommend pricing targets; to independently plan and coordinate review requirements, determine depth of review required, perform analysis, formulate recommendations and prepare detailed reports.
Education can be substituted for experience.

Basic Requirement:
A bachelors degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 semester hours in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree).
NOTE: Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement.
