The selectee for this position will serve as a HUMAN RESOURCES SPECIALIST (CLASSIFICATION/RECRUITMENT & PLACEMENT) in the BUSINESS DIRECTOR, HRO OFFICE of NAV FACILITIES ENGINEERING COMMAND SE.

The salary range for positions filled at the GS-11 is $60,210 to $78,270.
The salary range for positions filled at the GS-12 is $72,168 to $93,821.

Help

The successful selectee will perform the following duties:

  • Advise managers on flexibilities and restrictions outlined in pay rules and regulations.
  • Advise senior leaders on new or revised human resources instructions and guidance.
  • Analyze the duties of a position to determine the correct title, pay plan, series, and grade level.
  • Recommend the use of special recruiting authorities (e.g., veteran's recruitment, student programs, handicapped authorities) to locate applicants.

Requirements:

Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. All qualifications and time-in-grade requirements must be met by the closing date of this announcement and clearly documented in your resume.

A Secret security clearance is a requirement of this position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a position offer or removal. If you possess a security clearance, please indicate the level and termination date in your resume.

Selectee will be required to complete and submit a Confidential Financial Disclosure Report, OGE-450, prior to entering the position and annually thereafter.

A valid states driver's license is required.

Travel by military and commercial aircraft may be required. Employee must be able to obtain and maintain in good standing a Government issued Travel Card for official Government travel purposes. In instances where a Travel Card cannot be obtained, the incumbent must be willing and able to use own personal credit card for travel purposes and follow appropriate procedures for reimbursement of authorized official travel expenses.

WORK ENVIRONMENT:

Occasional visits to industrial areas may require the use of protective glasses, headgear, or hearing devices, and/or protective clothing.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. FOR THE GS-11 GRADE LEVEL:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

1) Provide advisory services on recruitment and placement issues; 2) Advise management on recruitment strategies, sources, and use of special programs; 3) Provide range of staffing administrative services requiring research and analysis, such as: resolving pay setting issues (superior qualifications, Highest previous rate, back pay, etc.); and 4) Provide classification advisory evaluations for professional, scientific, administrative and clerical General Schedule (GS) and Federal Wage System (FWS) positions.

OR

Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

OR

Have a combination of experience and education as described above, when combined, is equivalent to 100% of the qualification requirement.

FOR THE GS-12 GRADE LEVEL:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

1) I Interpret and apply recruitment and placement laws, regulations, policies, and practices to provide advice and guidance to managers, supervisors, employees, and applicants; 2) Perform work that involves recruiting, examining, selecting and placing employees; 3) Use human resources policies and practices to advise management in attracting a high quality workforce; and 4) Perform job analysis and classify position descriptions using the Office of Personnel (OPM) Management Classification Standards.
