Summary

The Office of Inspector General (OIG) is an independent office within the Department of Agriculture whose mission is to promote excellence, integrity, and accountability throughout the USDA. The OIG conducts investigations, audits, and inspections in order to enhance effectiveness and efficiency and to prevent and detect waste, fraud, and mismanagement in USDA programs and operations.

This position will serve as the Assistant Inspector General for Data Sciences (AIG/DS) and is responsible for policies, directing, and supervising highly complex program activities critical to the OIG’s accomplishment of its mission/program operations, and will oversee all data science activities relating to Departmental programs and operations as delegated by the Inspector General (IG) and Deputy Inspector General (DIG). These activities are worldwide in scope and are essential to and for the effective management of the Department of Agriculture .

Help

As the Assistant Inspector General for Data Sciences, you will perform the following functions:

  • Direct, manage, and administer a staff engaged in the development, coordination, conduct, and oversight of predictive analytics, statistical sampling, modeling, computer matching, continuous monitoring, data mining, and data warehousing results designed to promote economy, efficiency, and effectiveness or prevent fraud, waste, and abuse in USDA’s programs and operations.
  • Serve as a member of the IG’s decision and policy-making staff, plan, direct, and coordinate the implementation and execution of approved policies, programs, and activities of the OIG, and share responsibility for the accomplishment of the OIG mission as a consultant and adviser to the IG and DIG.
  • Make workload determinations, prepare justifications, and recommend priorities for long-range planning, the annual budget, and the annual program to provide appropriate examinations of programs and operations of the Department and its principal components.
  • Identify budget and financial requirements, and provide oversight of budgetary expenditures.
  • Provide overall executive direction and coordination to the Office of Data Sciences (ODS) staff in conducting Department-wide statistical operations and activities.
  • Through subordinate staff, develop, direct, and supervise an ongoing data science program that is comprehensive, effective, and responsive to the interests and needs of the IG, the DIG, the Secretary of USDA, agency heads, and the Congress to ensure integrity of the Department’s programs and personnel and/or the administration of its affairs.
  • Reviews existing and proposed legislation and regulations and advises the IG and senior OIG staff on the impact that the laws and initiatives have on program activities and on the administration of specific operations related to the prevention of fraud and abuse or mismanagement initiatives and operations.
  • Prepares summaries of findings and activities to be used in preparation of the IG's Semiannual Report to Congress (SARC) and the Secretary.

EXECUTIVE CORE QUALIFICATIONS (ECQs):   Applicants will be evaluated in the five Executive Core Qualifications (ECQ) listed below which are broadly applicable to SES positions throughout the Federal Government. 

All competitive applicants must submit a narrative statement covering each of the ECQs. 

Narratives should be limited to no more than a total of 10 pages for the ECQs.  OPM Candidate Development Program (CDP) graduates, current career SES members or former career SES members who are eligible for reinstatement to a career-reserved position need not submit an ECQ statement.    

ECQ 1 – LEADING CHANGE:   This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals.  Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 – LEADING PEOPLE:   This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals.  Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 – RESULTS DRIVEN:   This core qualification involves the ability to meet organizational goals and customer expectations.  Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - BUSINESS ACUMEN:   This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 – BUILDING COALITIONS:   This core qualification involves the ability to build coalitions internally and with other federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS: All applicants must submit narrative statement specifically addressing each of the following Technical Qualifications.  Narratives should be limited to no more than two pages per factor.  Applicants will be evaluated against each of these factors.

  1. Knowledge of the theory of statistics, forecasting methods, survey methodology, and applied experience in general survey procedures.
  2. Knowledge and ability to lead, manage, direct, and coordinate a diverse and geographically disbursed workforce to measure, accomplish, and improve organizational goals, objectives, performance, and priorities.
  3. Ability to apply a strategic vision to effect the long and short term planning for an organization.
  4. Ability to communicate with individuals or groups from diverse backgrounds in a variety of situations (includes spoken and written communication, negotiating, partnering, interpersonal skills and political savvy).

BASIC REQUIREMENTS FOR THE 1530 SERIES:

Applicants must have successfully completed one of the following:

A.  Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B.  Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Additional information


  1. OPM Candidate Development Program (CDP) graduates and current Career SES members need only to address the technical qualifications and need not respond to the Executive Core Qualifications (ECQs).
  2. You will be required to serve a one-year probationary period unless you have previously completed the probationary period.
  3. You will be paid by direct deposit to a financial organization.
  4. Selectee will be required to file an annual financial disclosure statement, form OGE-278.
  5. Some travel of all modes of transportation within Continental United States is required.
  6. An essential element of the SES is mobility across geographic, organizational, and functional lines. Individuals selected for SES positions may be subject to reassignment, which requires you to be mobile. All new appointed Career SES leaders must sign the Reassignment Rights Obligation Agreement as a condition of employment into the SES.
  7. Security Requirement: Critical Sensitive. Must be able to obtain and maintain a Top Secret clearance.
