Summary

This position is located in the Department of Defense, Office of Inspector General (DoD OIG); Mission Support Team; Human Capital Management.  The incumbent serves as the Supervisory Training Specialist, responsible for setting the direction for training, support and development opportunities for the OIG.  Includes designing and evaluating comprehensive leadership, supervisory and OIG-wide professional development programs for OIG.  The incumbent is responsible for assessment of organizational needs, the design, implementation and evaluation of programs that facilitate professional development.

Help

Duties as a Supervisory Training Specialist include but are not limited to:

  • Set the Strategic direction and provides executive and managerial direction for all educational support.  
  • As a technical expert, ensures the conduct of a comprehensive OIG-wide employee development program involving routine needs surveys, long-range planning, and program evaluation of goals and objectives. Defines objectives and interprets policies promulgated by higher echelons and determines their effect on program needs.  
  • Ensures that the training programs meet financial, contractual, and regulatory compliance requirements. Is responsible for justifying expenditures for training texts, equipment, and subsidized training at private institutions. Influences managers to use training as a tool and a means of reducing operating costs through methods-and skills-improvement programs.  
  • Applies learning theories, concepts, laws, regulations, and principles, as well as state-of-the-art training theories and practices in providing staff advice to managers. Analyzes, explains, proposes, and defends the relative merits of available options. Uses the full range of training concepts, techniques to help maintain a program that addresses management and employee needs and concerns, especially, in inadequately addressed areas that relate to mission essential functions and objectives, and internal and external policies and practices that promote mission accomplishments. Anticipates management's reactions and explains technically complex matters in understandable terms.

Other Position Requirements

Position has been designated as Noncritical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.

Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with Department of Defense (DoD) OIG. Organizational entities with the DoD are not required to conduct drug testing for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD, unless deemed appropriate on a case-by-case basis by the gaining Component.

Permanent Change of Duty (PCS—Relocation) expenses WILL NOT be paid.

If you have not previously successfully completed a probationary period with the federal government in a similar position, you will be required to serve a two-year probationary period.

If you have not successfully completed a supervisory probationary position with the federal government in a similar position, you will be required to serve a one-year supervisory probationary period.

The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.

Specialized Experience: You must have at least 52 weeks of specialized experience at the GS-13 level in the federal service or at an equivalent level.  Specialized experience is defined as: Experience with adult learning design and deliver, performing duties such as development and presentation of curricula and training courses for adult learners; development of instructional materials, and evaluation of courses. Manages the design, delivery and assessment of Organization Development (OD) strategies and processes; balance priorities and resources. 

Candidates will be further evaluated on the level and quality of their experience and possession of the following relevant competencies in order to determine the level of your qualifications. These competencies include:

  • Professional knowledge of education, training, technology principles, concepts, and practices including adult education, learning principles, teaching theories, and Instructional Systems Design (ISD) or Systems Approach to Training (SAT) Models.
  • Ability to drive training program results through decisiveness and focus in ambiguous and complex operating environments while maintaining quality and high performance standards.

  • Ability to lead, coach, mentor staff, and utilize outside staff resources in learning delivery.

  • Excellent written communication skills to prepare written point papers and other materials, to collaborate internally and externally and to provide advisory services to senior leadership.

  • Excellent verbal communication skills to conduct presentations, briefings, other materials, to collaborate internally and externally and to provide advisory services to senior leadership.

  • Knowledge of budget formulation, accountability controls for equipment and other assets, and Federal procurement requirements.

Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
