Develops plans for and performs program development and evaluation of the integrated human resources program.
Plans, conducts and completes studies and projects in cited program area.
Serves as an HR Specialist for the assigned program area, providing expert assistance and advice regarding resource management issues and special projects.
Prepares action plans and schedules for various phases of program accomplishments.
Performs extensive research and fact finding; analyzes results and the application of appropriate regulations and policies in order to develop recommendations.
Plans, coordinates, and establishes operating methods and procedures.
Conducts in-depth analyses of office/work functions.

Qualifications
You must meet the following requirements by the closing date of this announcement.
GS-13 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal Service. Specialized experience for this position includes: Expert knowledge of the law, theories, principles, and practices of at least one area of human resources with an understanding of the full range interrelationships of human resources management programs sufficient to provide integrated solutions to employee relations problems/issues; In depth knowledge of the Agency organizational structure, as well as internal and external functions and relationships; Demonstrated intensive knowledge of communicative techniques in order to meet and deal tactfully and persuasively with others to resolve issues which are often controversial and sensitive in nature and to maintain harmonious relationships with all parties. Expert skills in consulting and facilitation techniques and methods.
-The experience may have been gained in either the public or private sector.
