Summary

WHAT DOES A HUMAN RESOURCES SPECIALIST DO? The employee serves as human resources (HR) specialist and provides comprehensive and authoritative staff assistance in one or more HR disciplines or programs. In addition, the incumbent is responsible for accomplishing a variety of analytical studies or projects relating to substantive, mission oriented programs for the Internal Revenue Service. The studies or projects involve complex programs, systems or issues raised by employees, managers and investigative agencies and impact service-wide programs at multiple locations and Business units. The incumbent responds to external audiences (i.e. Congressional offices, Senate etc.) on behalf of the Commissioner of the Internal Revenue Service concerning employee inquiries and/or complaints. The incumbent is responsible for developing and maintaining monitoring systems on employee correspondence and complaints. The incumbent participates in formulating service-wide policy and standards on the resolution of employee complaints.

WHAT IS THE HUMAN CAPITAL OFFICE (HCO)? The Human Capital Office (HCO) mission is to make IRS an employer of choice and a leader in human capital planning and management. It develops strategies and tools for recruiting, hiring, developing, and retaining a highly skilled and high performing workforce to support the IRS mission. HCO develops and implements technology-enabled systems to improve human capital planning and management and to empower employees to achieve their potential.

As a Human Resources Specialist you will:

  • Develops plans for and performs program development and evaluation of the integrated human resources program.
  • Plans, conducts and completes studies and projects in cited program area.
  • Serves as an HR Specialist for the assigned program area, providing expert assistance and advice regarding resource management issues and special projects.
  • Prepares action plans and schedules for various phases of program accomplishments.
  • Performs extensive research and fact finding; analyzes results and the application of appropriate regulations and policies in order to develop recommendations.
  • Plans, coordinates, and establishes operating methods and procedures.
  • Conducts in-depth analyses of office/work functions.

Qualifications

You must meet the following requirements by the closing date of this announcement.

GS-13 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal Service. Specialized experience for this position includes: Expert knowledge of the law, theories, principles, and practices of at least one area of human resources with an understanding of the full range interrelationships of human resources management programs sufficient to provide integrated solutions to employee relations problems/issues; In depth knowledge of the Agency organizational structure, as well as internal and external functions and relationships; Demonstrated intensive knowledge of communicative techniques in order to meet and deal tactfully and persuasively with others to resolve issues which are often controversial and sensitive in nature and to maintain harmonious relationships with all parties. Expert skills in consulting and facilitation techniques and methods.

-The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

In addition to the above requirements, you must have been at the GS-12 grade level for 52 weeks (time-in-grade requirement).

  • Tour of Duty: Day Shift - Monday - Friday 7:00 a.m. - 3:30 p.m. Start time may be negotiable.
