The Headquarters Human Resources Management Division (LM040) seeks a highly skilled individual to serve as Human Resources Specialist (Employee Relations/Labor Relations). Responsibilities include serving as a strategic business partner to provide technical advice, consultation, and assistance to managers and employees in the areas of employee and labor relations.

Duties

Help

Provides Headquarters managers and employees with interpretations of employee and labor relations procedures, practices, policies, and guidelines. Serves as a technical expert on performance and conduct-based actions and related employee relations program policies and practices. Plans and conducts special studies of employee relations policies, issues, and practices. Provides expertise in discipline and adverse actions. Researches case law to assure that the organization's actions are appropriate and legally defensible. Devises organizational case strategy, prepares and/or reviews.

Works with union officials and negotiators to develop and implement solutions based on needs and knowledge of overall labor environment and the workplace. Counsels customers regarding employee and/or union grievances and allegations of Unfair Labor Practices; executes defensible, responsive approaches and effective strategies based on research of current case law and interpretation of labor agreement provisions.

Performs human resource-related studies to include researching and interpreting Federal and Agency laws, rules, regulations, and policies that provide the framework for Headquarters program decisions.

Qualifications

Applicant must have one year of specialized experience equivalent to the next lower grade, which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.

Specialized experience is defined as experience:
1. Providing management and employees with interpretations of labor agreements, laws and policies; and
2. Applying employee relations policies, procedures, and case law to the resolution of employee relations issues, including performance and conduct.

Additional information

Current Federal employees must meet time in grade and three months after competitive appointment restrictions by the closing date of the announcement.
