Duties

Help

You will serve as a Medical Health Information Systems Specialist. Responsible for planning, coordinating, directing and managing all aspects of the analysis activities for implementation and execution of multiservice related integration for Brooke Army Medical Center (BAMC) at Fort Sam Houston (FSH) and Wilford Hall Medical Center (WHMC) at Lackland Air Force. Project analysis includes but is not limited to data collection, organization, summarization, analysis and presentation of information relating to health care delivery systems within the entire San Antonio Military Health System (SAMHS), SRMC, MEDCOM, AETC, and HEADQUARTERS USAF/SG.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

Experience required for the (GS-11): To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as knowledge of missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. AND comprehensive and detailed knowledge of medical organization management practices, techniques with a high degree of analytical skill; knowledge of health care delivery systems, experience with integrating the analysis of clinical and administrative systems. Progressively experience applying management processes, practices and objectives to conduct studies, and analysis of managed health care, and resolve systems problems; knowledge of interviewing or surveying indicators as they relate to strategic planning functions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

OR

Education Substitution for Specialized Experience for the (GS-11): Successful completion of an Undergraduate or Graduate Education in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration or successful completion of  a Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree, or completion of all requirements for an LL.M. (You must submit copies of official transcripts).

OR

Combination of Experience and Education Substitution for Specialized Experience for the (GS-11): If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess.  To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 18 hours (total semester hours minus 8) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify divide your semester hours of graduate education in excess of 36 hours (total semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.

Experience required for the (GS-12): Specialized experience is defined as work that provided knowledge of missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement AND comprehensive and detailed knowledge of medical organization management practices, and techniques with a high degree of analytical skill; knowledge of measures and standards of performance unique to health care delivery systems; experience in the study of clinical administrative procedures toward the development of improving or implementing new procedures to facilitate less costly support in the delivery of health care services. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Experience required for the (GS-13):  Specialized experience is defined as experience of missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. AND comprehensive and detailed knowledge of medical organization management practices, techniques with a high degree of analytical skill; experience serving as program manager, coordinator, evaluator and developer for various hospital wide databases and information systems; develop guidelines in agency analysis activities for execution of multiservice related data integration and; plan and coordinate statistical analyses and studies concerning the trends and impact of changes in clinical and workload data. Experience developing solutions to problems concerning the multi-year provisions of healthcare programs.   This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

               ·         Knowledge of Statistical Analysis

               ·         Ability to Plan and Evaluate

               ·         Ability to Communicate Orally and in Writing

 

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS-09, grade (or equivalent).

Education Substitution for Specialized Experience for GS-11:

Successfully completed Ph.D. or equivalent doctoral degree

OR

3 full years of progressively higher level graduate education leading to a degree in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration OR LL.M., if related.

Combination of Experience and Education Substitution for Specialized Experience for GS-11: A combination of specialized experience as described and education as described that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal 100 percent.
