Help

The successful selectee will perform the following duties:

  • Designs test programs to assess the performance of various systems and system concepts.
  • Produces detailed test plans in accordance to 3960 format.
  • Reviews system level documentation and provides changes and recommendations.
  • Develops test methods for evaluating performance and designs test scenario(s) to yield valid and measurable quantitative test results.
  • Assesses safety hazards and mitigates risk in testing. Creates Test Hazard Assessments.
  • Determines resource and test support requirements, including manpower, money, material and facilities and coordinates support with schedule.
  • Produces cost estimates for the project, monitors project expenditures and generates financial reports.
  • Defines and/or reviews equipment installation and sub-system shipboard integration requirements.
  • Conducts/leads test missions: surface to air and surface to surface, real-time telemetry or controlled space.
  • Assesses and resolves engineering issues real time during test missions
  • Analyzes test data (real-time and post-mission) to understand test results, draws conclusions and assesses mission results.
  • Leads and conducts effective pre- and post-test briefings.
  • Reports systems performance in official Navy T&E reports. Reports such as Daily Test Summaries, Naval Message Report, DT/OT Transition report, Summary Report, RTR, Deficiency Report (Yellow Sheet).

Requirements:

Generally, current Federal employees applying for STRL Demonstration jobs must serve at least one year at the next lower pay band. This requirement is called time-in-band. All qualifications and time-in-band requirements must be met by the closing date of this announcement and clearly documented in your resume

Must be able to obtain an interim and/or final secret security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. This position has been identified as a Career Field T - Test & Evalution at Level 2. Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the curriculum must: (1) lead to a bachelor's degree in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics; or electronics.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT) , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. OR

Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. OR

Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under in the first option for meeting the Basic Education Requirement. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in in the first option for meeting the Basic Education Requirement.

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. NOTE: If you qualify under this option, you must provide a copy of your engineering training plan, OR identify where in your resume you've documented several years of prior professional engineering type experience. Additionally, you must indicate where you worked and the name of your supervisor when you gained your professional engineering experience acquired under professional engineering supervision and guidance.

In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the DP-03 pay band (GS-09/11 grade level) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following: 1) Working in a group with diverse technical personnel involved in the testing and evaluation of weapon systems and subsystems; 2) Working in the creation and/or writing of test plans and reports to support testing of weapon systems and subsystems; 3) Providing technical guidance or instruction in the testing and evaluation of complex weapon systems and/or systems of systems; 4) Experience participating in technical meetings, program reviews, and briefings to provide, gather, or exchange information regarding the testing and evaluation of weapon systems or subsystems; 5) Preparing assessments of test data and test results to report findings; and/or 6) Assisting in the preparation and presentation of technical briefs to all levels of management and interfacing with both internal and external entities or stakeholders.
