Summary

Copyright is a form of legal protection provided by the laws of the United States (title 17, U. S. Code) to authors of literary, dramatic, musical, artistic, and other works. The United States Copyright Office, located within the Library of Congress and under the direction of the Register of Copyrights, administers the Copyright Law, advises Congress and government agencies on legal and policy matters; provides international representation on copyright issues; administers the national copyright registration system; provides collections materials to the Library through voluntary registration and mandatory deposit programs; records documents relating to copyright chain of title; administers statutory license provisions of the law, including collecting and distributing royalties; maintains the world’s largest database of copyright public records; and, provides information and reference services to the public.

The Copyright Technology Office (CTO) contributes to the mission of the Copyright Office "to foster creativity" by maintaining data processing systems that support the Copyright Office's core functions of registering, examining and cataloging copyright submissions, deposits and documents, and providing information on copyrighted material to the general public. CTO also provides leadership to the Copyright Office in the development and adoption of new technological solutions. Designated the Electronic Copyright Office (ECO), this new system allows the Office to process work more productively, efficiently, and quickly while opening up the process to electronic commerce and submissions that will provide large additional benefits to the general public.

This position, Technical Writer-Editor, is located in the U.S. Copyright Office, Office of the Chief Information Officer, Copyright Technology Office.

The incumbent performs research and analysis on information technology-related topics and prepares and/or edits paper and/or electronic documents which clearly translate technical jargon into easily understandable plain language.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position will work a flextime work schedule.

This is a non-supervisory, bargaining unit position.

Help

Using knowledge of a wide range of concepts, principles, and practices, writes, rewrites, formats, edits,designs and prepares technical, high-visibility, high priority projects and materials for products and publications such as training materials/manuals, pamphlets, charters, master plans, reports of research findings, specifications, brochures, articles, scientific reports, regulations, newsletters, journal articles, press releases, brochures, interpretive handbooks, pamphlets, web-based documents, guidebooks, scholarly works, reference works, speeches, scripts and/or reports. Prepares illustrations, diagrams, charts and PowerPoint slides for use in presentations, or in web-based products. Materials produced are factually accurate. Edits materials prepared by others for factual content. Products developed depict the programs, equipment and personnel of the Division. Products produced by the position need to be written for a non-technical audience through the creative translation of technical jargon into plain language. Serves as a resource who represents the agency or Copyright before other high level entities.

Performs research, and gathers and verifies data relating to work projects in-process. May review and evaluate publications, standard operating procedures, and other work output regarding information technology activities produced by others. Analyzes research to ascertain the best method to develop and present information that is clear and meaningful to the intended audience. Provides advice on technical advantages and disadvantages of various formats, styles, media, methods of reproduction, types of presentations, and other publications, providing recommendations that will best meet the informational objectives of the project. Provides guidance and direction regarding publications in support of the information technology subject-matter area. Advises others in the Copyright Office how to communicate IT information in ways non-experts can understand and also provides the modalities which allow those IT experts to communicate.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to write technical documents.**

Ability to perform IT research and analysis to provide recommendations to convey information on IT systems and programs.**

Knowledge of the principles and techniques of editing.**

Ability to apply information technology to perform writing and editing duties.

Ability to interact collaboratively with others.

Ability to communicate effectively other than in writing.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
