• Manages auditors responsible for providing technical assistance and guidance for operational and administrative activities through utilization of professional and government auditing standards
• Develops audit policies, operating procedures and technical guidance for the Office of Audit
• Schedules projects and staff assignments so as to comply with the organization's needs. Reviews and approves the purpose, scope, and approach of each project.
• Manages audit projects to ensure that professional standards are maintained in the planning and execution phase and in the accumulation of evidentiary data that is technically sound and meet OIG and professional standards
• Provides technical expertise, support and guidance to auditors on quality assurance and administrative activities
• Prepares various reports, correspondence, and briefings
• Presents oral briefings to management.
• Manage auditors responsible for accumulating data, maintaining records, and preparing periodic reports to Congress and senior management on audit activities.
• Brings about a shared understanding of job objectives, roles, and report messages by facilitating job-related meetings and coaching others when necessary.
• Plans, organizes, and conducts research on complex audit issues that involve major areas of uncertainty in approach, methodology, or interpretation to identify appropriate solutions.
• Represents the Office of the Inspector General in meetings with high-level officials from the United States Postal Service, other agencies, vendors, and members of external organizations. Responsibilities include presenting results of assessments and studies (which may be complex or controversial), negotiating agreements, and influencing approval and implementation of agency-wide solutions and plans.

Qualifications

Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.

MINIMUM QUALIFICATIONS:

You must meet ALL of the minimum qualifications listed below.

• Bachelor's degree from an accredited college or university
• At least 6 years of experience conducting program and performance audits
• Experience in leading complex, multi-site (nationwide) audits and evaluations

• Advanced Degree, such as MBA, MPA, etc.
• Professional Certification(s), e.g.: CPA, CIA, CGFM, CISA, CFE etc.
• Experience in leading GAGAS quality assurance and peer reviews
• Experience working in fast-paced environment on short deadlines with excellent results

You will be evaluated for this job based on how well you meet the qualifications above.

The Human Resources Office will review your resume and supporting documentation to ensure that you meet the minimum qualifications required for this position. If your questionnaire responses are not adequately substantiated, the review official will amend your rating to more accurately reflect the level of competency indicated. Top-rated applicants may be required to participate in an interview and a writing assessment. Your rating may be further adjusted or rated as ineligible by the review official or the selecting official based on your interview or writing assessment performance. Once all applicant scores are finalized, the selecting official will make a final decision. NOTE: If you receive a zero (0) rating on any evaluation factor or on the interview, you will be considered NOT MINIMALLY QUALIFIED for the position and rated ineligible.
