Summary

The Executive Director, Application Management is a full time position that reports to the Deputy Assistant Secretary, Enterprise Program Management Office, Office of Information and Technology. This position is located in Washington, DC.

The Executive Director serves as an advisor and consultant to the Deputy Assistant Secretary on questions concerning technical aspects of the architecture.  

The Executive Director works with a virtual workforce and matrixed government resources.  The organization uses a competency-based staffing approach and staff are assigned based on project needs. 

The Executive Director is responsible for policy planning and oversight of Department-wide information technology development. 

The Executive Director is tasked with improving the effectiveness of program operations and leading line and staff organizations in the performance of their IT missions.

VA structures its SES positions into pay bands.  This is a Pay Band 3 position.  The salary range for this position is capped at $172,100.  Exceptions to the cap may be considered in certain circumstances.

Permanent Change of Station (PCS) costs may be authorized.

A Recruitment/Relocation Incentive may not be authorized.

Help

The Executive Director, Application Management is responsible to the Deputy Assistant Secretary, Enterprise Program Management Office, Office of Information and Technology for the development of all enterprise applications and upgrades to existing applications.  The responsibilities include, but are not limited to:

  • Directing the appropriate VA staff with recognizing IT implications of current and future business environments and consult with customers to clarify specific requirements; 
  • Defining systems scope and objectives, conduct feasibility studies and trade-off analyses and participate in planning systems implementation to ensure integration of all systems components; 
  • Coordinating all components of change management with Administration and Staff Office senior leaders;
  • Establishing and implementing requirement policies and procedures that govern function requirements, deployment requirements, usability requirements, change cases and scalability requirements, testing requirements, stakeholder acceptance criteria, and solution lifecycle requirements, coordinating closely with appropriate staff members throughout the Department;
  • Managing staffing, budgeting, development, design, security and integration of multi-site application development operations;
  • Developing cost effective alternatives for application delivery for all enterprise systems; providing ongoing staff professional training and development and strategic use of outside partners, including other government and commercial entities; 
  • Developing and implementing enterprise applications that ensure systems, network, and data users are aware of, understand, and adhere to systems security, policies and procedures, and developing plans for and oversees the execution of all system testing.

Qualifications

To meet the minimum qualifications, applicant must possess the following technical and executive core qualifications.  These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, or program manager.  An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience. 

Mandatory Executive Core Qualifications (ECQs): All applicants must submit a written narrative in response to the following ECQs.  Each ECQ should contain at least two examples describing your experiences and accomplishments/results.  For additional guidance, applicants may visit the Office of Personnel Management's Guide to Senior Executive Qualifications.  Applicants are encouraged to follow the Challenge, Context, Action and Results (C-C-A-R) model outlined in the guide.  Responses to ECQs must not exceed 10 pages.  It is recommended that applicants prepare the ECQs in a Word document and upload it into the application system.

Mandatory Technical Qualifications (TQs):  All applicants must submit a written narrative response to the following TQ(s).  Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc. Responses must not exceed 2 pages per TQ.

TQ1. Demonstrated experience researching, developing, testing, implementing, enhancing and maintaining enterprise-wide software systems applications in a large, complex, geographically dispersed environment including multiple types of services and promoting strategies to incorporate these into strategic plans.

TQ2. Demonstrated experience leading and directing new application systems projects using a consistent software development lifecycle and coordinating with business sponsors through development and test phases of new applications in a large, complex, geographically dispersed environment including multiple types of services.
