Help

The incumbent is responsible for operating a professional facility, consistent with those services and amenities provided in a commercial, mid-grade hotel. The goal is to provide clean, comfortable accommodations, for guests in a TDY or Space Available status, at the lowest possible cost while contributing to the highest level of mission readiness.

Responsible for the efficient and proper use of all NAF and APF resources, including funds, personnel, facilities, supplies and equipment. Provides short and long range financial plans and ensures property stays within approved plans.

Responsible for the safeguarding of all funds, including but not limited to cash receipts, deposits, disbursement and accountability.

Approves all requisitions for equipment, supplies and amenities. Responsible for the receipt and storage of all inventory, consumable, non-consumable, minor property and fixed assets.

Analyzes monthly financial statements to ensure financial stability and that the program stays within budget. 

Prepares reports for higher authority and analyzes, evaluates and implements instructions and notices from higher authority.

Meets CNIC Standardization goals and participates in the NGIS Accreditation program.

Performs internal management control vulnerability studies and reviews to develop controls to prevent losses and implement cost saving measures.

Performs the full range of supervisory duties for one or more site subordinates:

Operations Manager

Front Office Manager

Housekeeping Manager

Maintenance Manager

QA/Training Specialist

Accounting Technician/Administrative Assistant

Warehouse Supervisor

Supervision responsibilities include but are not limited to: assigning work, establishing and revising priorities, evaluating performance, approving or disapproving leave requests, selects management/supervisory candidates and approves selections of entry level employees, recommends pay adjustments and/or awards per policy, and recommends corrective and/or disciplinary action as warranted.

Establishes and maintains a professional employee training and development program.

Manages an employee recognition program for all categories of employees on the lodging staff.

Ensures subordinates are fully aware of and comply with appropriate personnel, safety and environmental laws and regulations.

Establish liaison with divisions, departments, directorates and other offices that provide goods or services to the operation.

Assess trends and problems that span the operation, recommend necessary changes and evaluate results.

Provides oversight for a recurring facility preventive maintenance program.

Manages real property resources and provides expert advice on renovations, improvements and minor and/or major construction.

Markets the NGIS program to ensure patrons are aware of the availability of NGIS assets and programs.

Develops performance work statements for contract services and measures compliance through inspections, audits, and customer critiques.

Performs other duties as assigned.

Qualifications

Specialized experience must demonstrate the following:

A Bachelor's Degree in Business or Hotel Management or related field is preferred, but may be substituted with lodging experience. The incumbent must have a minimum of 5 years' experience in a supervisory position at a lodging/hospitality operation, with at least 2 years of management or supervisory experience as a first level supervisor.

Must understand the daily operation of a hotel to include safety, environmental and fire prevention regulations and practices; hotel management procedures; and front desk, housekeeping, and maintenance operating principles and practices; and have a working knowledge of an automated property management system(s) (experience with Epitome desirable).

Must be able to communicate clearly and effectively both verbally and in writing in English.

Must possess basic math, reading and computer skills; to include word processing, spreadsheet, and presentation software.

Must be able to understand and utilize a wide range of military policies and regulations pertaining to often complex situations involving the planning, funding, construction, maintenance and utilization of government owned, leased, rented or contracted facilities.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

The General Manager is responsible for implementing management functions and policies for the operation, carrying out the overall objectives with the available resources. The General Manager provides assistance and support in extremely unusual or controversial situations. Performance is reviewed for compliance with regulations and budget guidelines. Incumbent frequently receives assignments via special requests from the Regional Lodging Director Manager and/or Installation Commander.

The operation conducts business around the clock, 365 days a year with guests checking in and out on a daily basis. The front desk and housekeeping personnel work various shifts. Customer service is of foremost importance in this position.

Work involves making determinations in the distribution of personnel and financial resources, lodging priorities and assignments, and analysis to determine organization efficiency and effectiveness.

This position has oversight for a 24-hour operation and the incumbent must be available and accessible at various hours including evenings, weekends, and holidays as necessary to meet mission requirements.

Incumbent may be considered ‘ALPHA’ personnel, and therefore subject to work during inclement weather or other states of emergency.

Must possess and maintain a current driver’s license, as travel to other facilities may be required within the normal scope of duties. Applicants will be notified when this is a requirement for appointment.

The incumbent is expected to meet the qualifications for professional accreditation as a Certified Lodging Manager (CLM) or other approved equivalent certification within 12 months of accepting the position and any other requirements outlined in the Lodging Career Path Guide.
