"This is an Air National Guard Position under Title 5; Enlistment is NOT required"

·        The primary purpose of this position is: to provide staff assistance and serve as airspace and air traffic (ATC) advisor to the Commander and Deputy Commander for Operations, Northeast Air Defense (NEAD) Sector, and all subordinate directorates.

·        Provides technical advice to the Commander and Deputy Commander for Operations

·        Advises and assists the Commander and staff in the preparation/review of programs, directives, and ATC operations.

·        Responsible for staff oversight for subordinate Air National Guard flying units and alert site detachments. Makes recommendations pertaining to airspace allocation and utilization, the design and formulation of special-use airspace, low altitude routes, and air refueling tracks for air defense operations.

·        Serves as a member of the NEAD Sector Battle Staff. Provides advice/guidance to the Battle Staff Commander on implementation of Emergency Security Control of Air Traffic (ESCAT) and Security Control of Air Traffic and Navigational Aids (SCATANA) plan during national defense emergency conditions or contingency operations or exercises.

·        Participates in ATC committees, meetings and conferences hosted by military, FAA, and other governmental/civil agencies. Manages airspace and ground controlled intercept (GCI) scheduling functions. Performs supervisory personnel management responsibilities for one civilian and one military employee.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

 

1. Incumbent is subject to random drug testing procedures.

2. Appropriate ATC certifications/ratings are mandatory, and supervisory and management level experience in ATC radar operations is required.

3. Must be able to obtain and maintain a Secret Clearance

 

Qualifications

SPECIALIZED EXPERIENCE:  At least one (1) year of specialized experience at the next lower grade (GS-12) or equivalent.  Specialized experience must include knowledge of air traffic control and airspace management rules and regulations. Knowledge of organization and functions of major air command, HQ NORAD, Numbered Air Force and ANG flying activities in providing airspace management and air traffic control support.

Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions:  Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral.  TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 

1. Extensive knowledge of air traffic control and airspace management rules and regulations.

2. Broad knowledge of organization and functions of major air command, Hq NORAD, numbered Air Force and ANG flying activities in providing airspace management and air traffic control support.

3. Knowledge of standard administrative functions such as publications, filing systems, operating instructions, etc.

4. Skill to prepare and present information for various reports, briefings, meetings and conferences.

5. Ability to communicate effectively with others, both orally and in writing.

6. Ability to plan and carry out work.

7. Ability to supervise employees using knowledge of personnel management regulations and procedures required to hire, train, and appraise employees, and skill to teach marketing techniques to employees.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.  You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. 

VOLUNTEER WORK EXPERIENCE:  Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).  Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
