NSF is relocating to Alexandria, Virginia. In late summer of 2017, NSF will begin the transition from its current location in Arlington, Virginia to 2415 Eisenhower Avenue, Alexandria, VA 23314. The new location is adjacent to Eisenhower Avenue Metro Station on the Yellow Line, and has ample parking in the area. There are several amenities nearby, such as restaurants, hotels, and shops.

For over 60 years, the National Science Foundation (NSF) has remained the premier Federal agency supporting basic research at the frontiers of discovery across all fields, as well as science and engineering education at all levels. The Senior Executive Service (SES) covers managerial positions above GS-15 in the Federal Service. Persons appointed to the SES are eligible for health benefits, life insurance, social security, Federal retirement and thrift savings plan coverage, and participate in the Federal leave system. Career appointees are eligible for bonuses based on performance in addition to base pay. Competitive status is not required, veteran's preference does not apply and there are no grade restrictions. New appointees to the SES are required to serve a one-year probationary period.
Final selection of career appointees requires the approval of the U.S. Office of Personnel Management (OPM). OPM approval will be based on the selectee's background in the following five executive core qualification areas: (1) Leading Change, (2) Leading People, (3) Results Driven Leadership, (4) Business Acumen, and (5) Building Coalitions. This position may also be filled on a one-to-three year Senior Executive Service (SES) Limited Term Appointment or on an Intergovernmental Personnel Act (IPA) assignment basis. Under the provisions of the IPA, assignees remain on the payroll of his/her home institution and the institution continues to administer pay and benefits. The National Science Foundation (NSF) will reimburse the home institution for NSF's negotiated share of the costs.

The Section Head for Integrative Activities serves as a member of the leadership team in the Office of Integrative Activities (OIA). OIA works across disciplinary boundaries to lead and coordinate strategic programs and opportunities that: advance research excellence and innovation; develop human and infrastructure capacity critical to the U.S. science and engineering enterprise; and promote global engagement of scientists and engineers at all career stages.
The Section Head provides leadership in managing the development of budget proposals and justifications for consideration in future-year budgets; providing critical oversight and management of program reviews, advisory committee activities and actions for consideration and approval by the National Science Board; and ensuring that procedures are followed to increase the participation of underrepresented groups on advisory committees, review of panels and other mechanisms by which the scientific/engineering community provides assistance to the National Science Foundation (NSF). The incumbent has managerial and oversight responsibilities for the effective use of staff and resources in meeting organizational goals and objectives; supervises and provides leadership and guidance to staff members in the Integrative Activities Section’s programs and activities; and fosters partnerships with other NSF organizations and Federal agencies, scientific organizations and the academic community at large. The Section Head for Integrative Activities participates with the Office Head, OIA in the planning, implementation, and coordination of OIA programs and operations and with other senior managers.

Essential
1. Ph.D. or equivalent professional experience or combination education and equivalent experience in science, technology, engineering, or mathematics (STEM) fields, STEM education, or STEM research and education administration.
2. Broad understanding of grant and contract administration, fiscal management, and budget preparation with experience in scientific research support and infrastructure acquisition or development.
3. Demonstrated experience in building capacity in research and education, promoting global competitiveness, and/or expanding economic growth.
4. Broad understanding of the U.S. academic environment, including linkages to other public and private sector efforts related to capacity building, competitiveness, and economic development, including familiarity with federal science and engineering initiatives.
