The Secret Service (USSS) invites qualified individuals to apply to its prestigious SES CDP planned to begin in September, 2017. Qualified individuals are those who have demonstrated through their performance and experience, the potential to assume executive positions with the Secret Service. The salary range identified in this announcement may apply to non-status Schedule B appointments. Status participants are expected to remain in their current position with their current agency.

The USSS SES CDP is designed to develop the talents and skills of individuals with executive potential in order to create a cadre of candidates who can assume senior management positions at the SES-level as vacancies occur. Participants in the program engage in developmental assignments and formal training activities to enhance their executive competencies and to increase their awareness of public policy, programs, and issues. The program promotes the development of a Government-wide, as well as an agency-wide, corporate SES culture through exposure to ideas and concepts across Government, and ensures that the Secret Service has a sufficient pool of well qualified and diverse candidates to meet present and future executive needs.

CANDIDATE STATUS WHILE IN THE PROGRAM: Applicants selected to the program from within the Secret Service will remain in their full-time position of record while completing program requirements. Candidates selected from outside the Secret Service will also remain in their full-time position of record while completing program requirements, upon negotiation of a Memorandum of Understanding with the candidate's home agency and the Secret Service.

Non-status applicants selected for the USSS SES CDP must accept a full-time Schedule B appointment in order to participate. The Schedule B appointment does not confer civil service status. These appointments may be located around the country. If a USSS SES CDP participant serving on a Schedule B appointment discontinues participation in the program for any reason, his/her employment with the Secret Service will terminate because it is authorized only for an executive development position established in connection with the USSS SES CDP. Similarly, if a Schedule B participant graduates from the USSS SES CDP, but does not obtain an SES position before the Schedule B appointment expires, his/her employment with the Secret Service will terminate because a Schedule B appointment cannot exceed or be extended beyond three years. Transportation Security Administration (TSA) program selectees that do not hold Federal status must accept a temporary time limited appointment to TSA that is equivalent to the Schedule B appointing authority in other Department of Homeland Security components and with the same conditions identified above.

PROGRAM CURRICULUM:

Duration: The program is an intensive leadership development program which lasts a minimum of 12 months but no more than 2 years. Candidates will remain in their position except while they are attending learning sessions or while on developmental assignments. Candidates who do not satisfactorily perform or fail to complete program requirements within the designated timeframe may be terminated from the program.

Orientation Session: The USSS SES CDP begins with a mandatory orientation. Orientation provides participants with program requirements, policies, and expectations. We anticipate orientation to occur in September 2017.

Mentoring Partnerships: Through their experience, proven capabilities, and management perspectives, SES mentors assist participants in further clarifying their developmental objectives and in identifying developmental assignments and activities. Typically, candidates will meet frequently with their mentor to review progress on their Executive Development Plan (EDP), but also to talk through situations related to their EDPs.

Executive Development Plans: An Executive Development Plan (EDP) is prepared by each participant, together with the mentor, and in some cases the first-line supervisor. The EDP is used to identify, track, and document completion of competency-based needs of the participants. It is concurred with by your mentor, and approved by the applicable USSS Executive Resources Board, and is updated or revised, as needed, throughout the program.

Interagency Learning: Each EDP must include formal interagency learning of 80+ hours which address the Executive Core Qualifications and their application to SES positions government-wide.

Developmental Assignments: Each EDP must include at least one executive level assignment that is a minimum of 120 days, and is outside the candidate's position of record. This assignment must be substantially different from the candidate's position of record and help to prepare participants for the nature and scope of positions they are likely to assume in the SES.

Office of Personnel Management Candidate Certification: Upon determination of the candidate's successful completion of the USSS SES CDP, the USSS Executive Resources Board will request approval and certification of the candidate's Executive Core Qualifications (ECQs) by an Office of Personnel Management/Qualifications Review Board (QRB). The USSS Executive Resources Board may also determine that additional learning and development is required for successful completion of the program.

Graduates with approved ECQ packages may then be non-competitively appointed to an SES position for which they demonstrate technical proficiency. Potential for advancement into an SES position is not guaranteed and depends on the availability of such positions for which candidates are otherwise eligible. The USSS SES CDP does NOT facilitate finding an SES position that interests the graduate.

DEVELOPMENTAL ASSIGNMENT FEES: The USSS will pay costs associated with orientation, core training and travel for each USSS employee participant. Applicants who are selected from another federal Agency or DHS component will be required to submit documentation of agreement from their agency to cover travel and miscellaneous expenses associated with the candidate’s participation in the USSS SES CDP.

Conditions of Employment If selected for this position, you will be required to:

  • Obtain and maintain a Top Secret Clearance. Completion of a single scope background investigation is required before appointment. The Secret Service will not be responsible for covering the costs associated with a background investigation to acquire a Top Secret Clearance.
  • You may be required to undergo periodic drug testing while you occupy the position.
  • Certify that you have registered with the Selective Service System or are exempt from having to do so, if you are a male applicant born after December 31, 1959.
  • Submit to and pass a polygraph examination prior to your appointment for certain developmental assignments and/or positions.
  • Undergo frequent travel.
MOBILITY REQUIREMENT: Mobility, or willingness to move, is an important factor for the Secret Service due to the geographic dispersion of its workforce. Therefore, applicants should anticipate developmental assignments and formal training programs that may require travel for extended periods of time during the training and developmental program. Candidates who do not complete their developmental assignments may be terminated from the program. Applicants selected must uphold a commitment to geographic and other availability for positions throughout the country during the program or may be terminated from the program.

CONTINUOUS SERVICE AGREEMENT: Selectees for the program who are Secret Service employees will be required to sign a Continuous Service Agreement (CSA) to safeguard the Government's training investment. The Secret Service agreement states that the employee will stay with the Secret Service or other Agency of the Federal Government for three years after completion of the USSS SES CDP learning activity. Employees who voluntarily leave Federal civil service before completing the terms of the agreement will be required to repay the cost of training and related travel expenses, excluding salary or other compensation. This does not preclude an employee from pursuing promotion or reassignment opportunities within the Federal government during the program. Non-Secret Service Federal employees may be required to sign a CSA by their own agency.

To be considered, applicants must meet the requirements described below by the closing date of the program announcement:

The USSS SES CDP requires that applicants have experience serving within a bureau or company involving work in planning and directing specialized programs of outstanding difficulty and responsibility while exercising independent judgment. This experience is normally obtained in positions at the Grade 14 level or higher.

To meet the minimum qualification requirements for this position, you must show in your resume that you possess, OR have the potential for development in the five Executive Core Qualifications (ECQs) and the Technical Qualifications (TQs) listed below:

EXECUTIVE CORE QUALIFICATIONS ECQ 1 – LEADING CHANGE: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 3 – RESULTS DRIVEN: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

TECHNICAL QUALIFICATIONS: Final placement into an SES CDP position requires that you meet the technical qualifications (TQs). Although TQs vary from position to position, you must indicate one of the four categories below (Core, Support, Law Enforcement and Legal/Attorney). You can only apply to one category. You must meet the technical qualifications for at least one of the positions listed under the categories below for which you are seeking consideration. You must indicate your choice by way of the online questionnaire and certify that your answers are truthful and correct.

Education: Attorney/Legal Applicants: A Juris Doctorate (J.D.) is required and the applicant must be an active member in good standing of a State bar.

LAW ENFORCEMENT APPLICANTS: Applicants for target law enforcement positions must meet the requirements of the Lautenberg Amendment [Title 18, U.S.C., Section 922(G)(9)]. Applicants for target SES law enforcement positions must also meet the requirements for placement in a position with secondary law enforcement coverage, as provided in 5 U.S.C. 8336(c) and 5 U.S.C. 8412(d) or in a Customs and Border Protection Officer position with enhanced retirement benefits.

Background Investigation: You must undergo and successfully complete a background investigation and obtain a Top Secret Clearance as a condition of placement in this program. All developmental assignments will require a candidate to hold a Top Secret or higher security clearance. If the candidate is unable to obtain the required level of clearance, he or she will not be eligible for placement in the program. The Secret Service will not be responsible for covering the costs associated with a background investigation to acquire a Top Secret Clearance. If you are a Non-Status candidate who accepts a Schedule B appointment for this program and you do not successfully complete the program or if your participation is terminated by the agency, the Schedule B appointment (or TSA equivalent appointment) you received must also be terminated because it is authorized only for an executive development position established in connection with the SES CDP. This will result in termination from the agency and Federal service.

You will be evaluated on the quality and extent of your total accomplishments, experience, and education. Your resume (5-page maximum) will be evaluated by an SES rating and ranking panel.

For applicants applying as non-status applicants, category rating and selection procedures place those with veterans' preference above non-preference eligible within each category. Veterans who meet the eligibility and qualification requirements and who have a compensable service-connected disability of at least 10 percent are listed in the highest quality category, except when the position being filled is scientific or professional.
