OIG is organized into three line elements: the Offices of Investigations, Audits and Evaluations, and Healthcare Inspections; along with the Office of Contract Review and the Office of Management and Administration. In addition to the Washington, DC, headquarters, OIG has offices located in more than 30 cities throughout the country.

The Budget Analyst, located in the Office of Management and Administration, is responsible for the OIG's budget, programs, and budgetary operations for the organizational components serviced that are nationwide in scope.

Help

As a Budget Analyst, you will:

- Develop budget estimates and recommend most advantageous distribution of available resources to the Director, Budget Division, and other OIG management officials.
- Develop resources distribution formulas and productivity improvement studies to advise management of possible choices and recommendations.
- Compile and draft written budget reviews and forecasts for submission to the Inspector General and high level operating officials using current VA budgeting procedures to provide a realistic series of budget proposals for acceptance or amendments at that level.
- Prepare the final annual budget plans including five-year budget projections, budget operating plans, and mid-year review requirements to ensure formulation of accurate and realistic financial management plans for the Office of Inspector General budget. These plans are developed for final approval of the Inspector General.
- Conduct special studies and prepare special analyses and reports as requested by the Director, Budget Division, and higher level OIG management.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

- Identifying financial policies, interpreting budgetary regulations and guidelines, and applying the Budget Process to daily tasks and assignments. AND
- Using Financial Management Systems, automated data processing systems, and/or other financial management databases to gather a wide range of qualitative and quantitative analysis to formulate a budget and improve program effectiveness and efficiencies. AND
- Developing program plans for a budget with program budget requirements, cost estimates, justifications/narratives, exhibits, and/or spend plans. AND
- Work closely with program administrators to estimate funding requirements, and manage project tasks effectively and efficiently to improve workflow.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
