The Performance Analyst will be part of a larger Agency Oversight team in the Office of the Federal Chief Information Officer whose mission is to promote the efficiency and effectiveness of Federal IT by eliminating duplication and creating opportunities for reinvestment in innovative solutions. The incumbent will be responsible for reviewing the budget request from several agencies, forming an opinion about the reasonableness and soundness of that request and defending that position to senior management. Additionally the incumbent will lead PortfolioStat and TechStat sessions with several agencies, reviewing performance and making recommendations to address issues. Finally the incumbent will be a thought leader for the continued evolution of several IT policy areas, helping the government to achieve ever higher levels of efficiency and effectiveness.

The Office of the Federal Chief Information Officer (OFCIO), within the Office of Management and Budget (OMB), is responsible for policy development and oversight functions that improve the efficiency and effectiveness of enabling IT throughout the Executive Branch of the Federal Government. OFCIO supports the development, implementation, and tracking of a broad range of IT policies and related initiatives that improves the ability of Federal Agencies to meet their mission.

Help

As a Program Analyst, your typical work assignments may include the following:

  • Working independently as a Desk Officer overseeing the IT portfolio for several agencies.
  • Receiving and reviewing IT budget request which are a product of the Capital Planning and Investment Control (CPIC) process identified by the Director of the Office of Management and Budget.
  • Engaging with agency leadership and Budget Examiners to collect, review and consider agency IT performance against the performance requirements specified in existing statutes and policies.
  • Reviewing major investments for assigned agencies.
  • Developing guidance and materials to support the implementation of statutes and policies governing IT for federal agencies.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are:

You may qualify at the GS-14 level, if you fulfill the following qualification requirement:

One year of experience equivalent to the GS-13 grade level or comparable pay band in the Federal service or equivalent experience in the private sector that includes prepare contributions or supporting for the development of agency IT budget requests (e.g. major exhibit business cases, non-major investments, Exhibit 300 Business cases, participation in Investment Review Boards) or support for the Capital Planning Investment Control (CPIC) process; providing support for quantitative and/or qualitative data analysis to achieve a specific outcome; managing high-impact IT systems, high value assets, the development of software following a formal lifecycle; providing support for the development of policies and/or procedures in an IT field; coaching or assisting in the training and/or professional development of other employees; and performing work that is entrepreneurial and/or generally self-directed in which you identified a problem to be solved, mapped out strategies or approaches to address the issues and executed on those strategies

You may qualify at the GS-15 level, if you fulfill the following qualification requirement:

One year of experience equivalent to the GS-14 grade level or comparable pay band in the Federal service or equivalent experience in the private sector that includes leading in the development of agency IT budget requests (e.g. major exhibit business cases, non-major investments, Exhibit 300 Business cases, participation in Investment Review Boards) or support for the Capital Planning Investment Control (CPIC) process; leading in the analysis (quantitative and qualitative) in which you identified data sources, methods and presented the analysis to affect an outcome; managing high-impact IT systems, high value assets, the development of software following a formal lifecycle; leading in the development of policies and/or procedures in an IT field; coaching, training and supporting lower level employees in their professional development; and virtually all projects and activities are self-directed.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
