The position is located in the Executive Office of the President (EOP), Office of Management and Budget (OMB), Budget Review Division (BRD), Budget Analysis and Systems Branch. The incumbent performs a range of complex analytical and management duties associated with the planning, development, implementation, and administration of data in the MAX database environment. OMB budget information systems include the MAX Budget System, which is used by all Federal agencies for preparation of the President's budget and associated legally required updates, as well as for a wide variety of budget collection and decision support related tasks performed by OMB.

Duties

Help

As an IT Specialist (DATAMGT), your typical work assignments may include the following:

  • Manages the design, implementation, monitoring, maintenance, tuning, administration, and access management for the MAX database environment.
  • Manages the backup, recovery, and archival processes of critical MAX database components.. ·
  • Manages the development and maintenance of MAX database logical and physical models.
  • Develops standards, policies, and procedures for MAX database environment.
  • Serves as an in-house expert on database concepts, including the use of software tools to develop and maintain databases.
  • Researches database technologies and products and compares their potential application to OMB's administrative requirements and applications.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

BASIC REQUIREMENTS:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2.   3.   4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendation

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are:


You may qualify at the GS-15 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector that demonstrates your ability to 1) plan, develop, implement, and administrate data in the MAX database environment.; 2) research new and emerging technologies and their potential application to systems; and 3) skill in using structured query language (SQL) and the MAX database model.


Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
