Background Investigation: To ensure the accomplishment of its mission, the Department of Homeland Security (DHS) requires each and every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully complete a background investigation for SECURITY LEVEL clearance as a condition of placement in this SENSITIVITY LEVEL position. This review includes financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.

Pursuant to Executive Order 12654 and DHS policy, DHS is committed to maintaining a drug-free workplace and, therefore, conducts random and other drug testing of its employees in order to ensure a safe and healthy work environment. Headquarters personnel in safety- or security-sensitive positions are subject to random drug testing and all applicants tentatively selected for employment at DHS Headquarters are subject to drug testing resulting in a negative test result.
Qualifications
GS-9
Completion of 2 academic years of graduate level education, or a master's degree or equivalent graduate degree.
NOTE: To be found qualified under this option, you must submit transcripts showing graduate level degree conferred or completion of 2 academic years of graduate level education and proof of enrollment from current educational institution.
OR
One year of specialized experience at the GS-07 grade level that demonstrates experience in intelligence analysis; threat analysis and/or risk assessment; drafting and producing all-source intelligence products; analyzing cyber intelligence methods and tools; and monitoring and evaluating all-source intelligence information to identify cyber threats.
OR
A combination of successfully completed graduate level education and specialized experience as described above. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. NOTE: Only graduate education in excess of the first year may be used to qualify for the GS-09 level
GS-11
Completion of all requirements for a PhD or equivalent degree.
NOTE: To be found qualified under this option, you must submit transcripts showing completion of all requirements for a PhD or equivalent degree and proof of enrollment from current educational institution.
OR
One year of specialized experience at the GS-9 level that demonstrates experience in a intelligence analysis; threat analysis and/or risk assessment; drafting and producing all-source intelligence products; preparing all-source cyber intelligence analysis briefing; analyzing cyber intelligence methods and tools; and monitoring and evaluating all-source intelligence information to identify cyber threats.
OR
A combination of successfully completed graduate level education and specialized experience as described above. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level.
Note: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service.
Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. If you are applying for a higher grade, please provide the SF-50 Form which shows the length of time you have been in your current/highest grade (examples of appropriate SF50s include promotions, With-in Grade/Range Increases, and SF-50s dated a year apart within the same grade/job). If you have promotion potential in your current position, please provide proof. Employees applying with an interchange agreement must provide proof of their permanent appointment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
Education
Proof of enrollment for the current semester. This may be documented on your official/unofficial transcripts, a course schedule, an acceptance letter from your university for future enrollment, or an official letter of enrollment from the university registrar's office or a university counselor, as long as your enrollment for the current semester is clearly documented. If you do not provide proof of enrollment for the current semester, you will be disqualified from further consideration.
If you are currently enrolled, but in your last semester/quarter of completing your degree/certificate requirements, you must show proof of continuing education, such as an acceptance letter, or you will be disqualified from further consideration.
Education completed in foreign colleges or universities may be used to meet the above requirements. You must show that the foreign education is comparable to that received in an accredited educational institution in the United States It is your responsibility to provide such evidence when applying.
