About the Agency

The U.S. Census Bureau is seeking a highly-motivated and capable executive to serve as the Chief, Finance Division (FIN). The Chief, FIN conducts effective financial management and ensures internal controls of funding in excess of $1 billion each year. During pre and post-Decennial years, this figure fluctuates rapidly to as much as seven-fold or more.

This position is a Senior Executive Service (SES) career-reserved position. Positions in the SES are not graded. SES pay is commensurate with qualifications. SES employees are eligible for bonuses and awards based on performance. Veteran's preference is not applicable to SES.


In addition to the duties listed in the "Job Summary" section, the Chief, Finance Division (FIN) is responsible for directing and managing all phases of the planning, design, development, implementation, and operation of systems of accounting and reporting; establishing and administering cash and debt management procedures; and the planning, design, development, implementation, and operation of quality assurance and inspection systems.

The Chief, FIN serves as a top technical expert in all financial management programs for the Bureau; is directly responsible for providing the Bureau’s consolidated financial statements and portions of the annual accountability report; ensures that the Bureau’s external financial reports are accurate and timely.

The incumbent will provide technical policy, procedure, guidance and financial management leadership on overall fiscal and accounting matters; provide guidance and direction for comprehensive financial management functions such as cash management, internal controls, prompt payment, electronic payments, travel management and cost accounting. The Chief, FIN transforms policies and procedures to support administrative and business systems transitions.
