OIG is organized into three line elements: the Offices of Investigations, Audits and Evaluations, and Healthcare Inspections; along with the Office of Contract Review and the Office of Management and Administration. In addition to the Washington, DC, headquarters, OIG has offices located in more than 30 cities throughout the country.

The Supervisory Health Systems Specialist (Director, Office of Healthcare Inspections Hotline Coordination), located in the Office of Healthcare Inspections (OHI), oversees and directs all OHI Hotline activities, a staff of Health System Specialists (HSS), and a Program Analyst in maintaining an efficient Hotline process, keeping projects on track, and meeting timelines.

As a SUPERVISORY HEALTH SYSTEM SPECIALIST, you will:

• Assure that timeframes for completion of individual cases are established and determine overall priorities for the OHI Hotline workload.
• Oversee the analysis and assignment of incoming complaints to OHI Regional Offices, VA program offices, and other offices within OIG.
• Provide technical advice and information on on-going OHI Hotline cases and special projects to top OIG managers and key VA officials.
• Formulate and recommend policies, procedures, and standards to promote more effective and efficient operations and establish protocol or requirements for the OHI Hotline and the OHI Hotline staff.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes:

• Assisting in hotline case inspection and providing final reports that identify allegations, findings, and recommendations. AND
• Experience reviewing, analyzing and evaluating programs, procedures and problems pertaining to a wide range of factors that affect and influence the management of healthcare delivery both at the facility level and from a nationwide perspective; AND
• Providing leadership and direction of a healthcare inspection staff ensuring support in quality management and patient care issues for a business line.

Experience must be gained in a healthcare environment that oversees the care of hospitalized or ambulatory patients.

Special Provision for In-service Placement:
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
• Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic Government administrative policies and requirements;
• Practical assignments providing an opportunity to apply a broad range of quality assurance and health care program inspections and evaluation skills. (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
• Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- A one year supervisory or managerial probationary period may be required.
- Must successfully complete a background investigation.
