Help

As an Information Technology Specialist you will:

Lead the Department of Education's Assistive Technology (AT) Program in the development, review, support, and enforcement of Department, Federal, and industry assistive technology laws, policies, guidelines, and requirements related to the reasonable accommodation of disabled employees. Serve as AT expert to disabled employees, contractors and customers of the Department's information processing environment, and represents the OCIO AT Program to states, industry, advocacy groups, law makers, and other entities requesting assistance.

Ensure the integration of Information Technology programs and services. Develop solutions to address integration and interoperability issues. Design, develop, and manage systems that meet current and future business requirements to extend or optimize the existing architecture.

Communicate complex technical requirements to non-technical personnel. Prepare and present briefings to senior management officials on complex and controversial issues. Demonstrate experience working with individuals who have disabilities and/or impairments. Manage assistive technology processes, contracts, and projects. Includes actively participating in issue, risk, change, schedule and communication management processes.

Lead IT support teams in selecting, installing, maintaining, and supporting assistive technology solutions. Test hardware, software, systems, websites and electronic documentation for compliance with Sections 504 and 508 of the Rehabilitation Act of 1973. Assist in the remediation of software, systems, websites and electronic documentation; includes documenting test results, providing technical recommendations for meeting accessibility requirements, and identifying accessible alternatives for non-compliant solutions. Perform individual needs assessments to identify and authorize assistive technologies required to assist disabled IT customers with performing daily activities. Includes preparing written recommendations to supervisors.

Provide group and individualized training and support to disabled staff on how to request and use assistive technologies in performance of their assigned duties. Provide group and individualized training and support to all Department stakeholders on how to remediate deficiencies in complying with Section 504 and 508 requirements. Demonstrate experience working with applicable Assistive Technology computer software including high-speed scanners, JAWS, Dragon Naturally Speaking, Read and Write Gold and other forms of assistive technology. Validate AT components of invoices in accordance with financial controls set forth within IT contracts. Provide input for program reporting, such as benchmarking studies, proposal evaluations, business cases, budgets, cost estimates, etc.

Your application will be evaluated based on your ability to demonstrate the following knowledge, skills, and abilities:

  • Knowledge of Federal and industry assistive technology laws, policies, guidelines and requirements related to the reasonable accommodation of disabled employees, including Sections 504 and 508 of the Rehabilitation Act of 1973.
  • Leadership ability and experience working with others in the assistive technology and disability community while maintaining a strong network and open dialog on assistive technology and reasonable accommodation policy solutions for disabled individuals.
  • Knowledge of applicable Assistive Technology computer software.
  • Knowledge of project management principles, methods, and practices.
  • Ability to ensure the integration of Information Technology programs and services and develop solutions to integration/interoperability issues.

Qualifications

Applicants will be considered "basically qualified" if they will meet all qualification and Time-in-Grade requirements within thirty (30) calendar days after the closing date of the vacancy announcement. Time-in-Grade is 52 weeks at the next lower level (GS-13) for current Federal employees. Applicants may not be permanently placed in the position until requirements are met.

52 weeks of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to the GS-13 level in the Federal government.

Examples of such experience include: working in the assistive technology and disability community; performing individual needs assessments to assist IT customers; testing hardware, software, systems, websites and electronic documentation for compliance with Sections 504 and 508 of the Rehabilitation Act of 1973; and developing IT policies.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
